Description

Why is this PR needed?

When a fee manager is active, the dashboard's Submit Listing button always opens the pricing page. Customers who already have an eligible WooCommerce Pricing Plans order cannot use that button to go directly to listing submission, even when the skip-plan setting is enabled.

What is done in this PR?

Add the directorist_dashboard_submit_listing_url filter to the dashboard button URL. The existing pricing or add-listing URL remains the default, and the pricing plans extension can route customers with an eligible order to the add-listing page.

How to test the PR

1. Activate this PR and sovware/directorist-woocommerce-pricing-plans#31 with a fee manager enabled.
2. With the skip-plan setting enabled, sign in as a customer who has an unused completed pay-per-listing order or a package with remaining capacity. Open the dashboard and click Submit Listing. Confirm it opens Add Listing with the directory, plan, and order in the URL.
3. Sign in as a customer without an eligible order. Confirm Submit Listing opens the pricing page.
4. Disable the fee manager. Confirm Submit Listing opens the add-listing page.
