feat(protocol): copy the FTW Cloud names from the registry - #15

protocol/registry.yaml is the byte-for-byte copy of srcfl/ftw-webapp contract/registry.yaml, which now holds scope ftw.events.read, capability cloud.link, carrier state cloud and the cloud_scopes and cloud_purposes lists. Contract and CarrierKind follow so ContractTests still reads both directions. Nothing produces the cloud carrier yet; that is C3. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
