FTW Cloud adds a new capability, but #1608 consumed its changesets as a patch and published 0.141.7. The release rule requires a minor version for this capability.
Add one minor changeset for FTW Cloud. Changesets will generate 0.142.0. The owner requested a beta with #1607 and #1609, then an update of the home box.
No runtime code changes. This entry records the combined Cloud capability while keeping its patch notes in the changelog.
Validation: the repository changeset check, Changesets' calculated release plan (0.141.7 to 0.142.0), and CI.
