- Add CMake workflow presets for debug, release builds, testing and building documentation
- Mention CMakePresets.json in FILESTRUCTURE.md, mention it in README.md
- Bump minimum versions of pre-commit hooks, GH actions and Catch2
- Update some documentation remnants like Python version
