What
Add explicit socket timeout exception handling to web_search and web_fetch tools to prevent hanging on unresponsive servers.
Why
Unresponsive servers can cause the tools to hang indefinitely despite urllib timeout settings. Socket timeout exceptions need explicit handling to provide clear error messages.
