docker-base: select orchestrator-client .deb by image architecture (#6200) - #6201

The CI base image hardcoded orchestrator-client_4.31.1_amd64.deb, so building proxysql-ci-base on arm64 hosts (e.g. Apple Silicon) failed in dpkg with an architecture mismatch. Pick the package from dpkg --print-architecture (amd64/arm64 are both published) and make the version a build ARG. Fail loudly on any other architecture. Closes #6200
