Summary

• Establish Tailwind CSS v4 standalone design system (styles/input.css -> static/css/custom.css) with @theme tokens (#0a0a0c obsidian, #121318 surface-raised, #27272a border, #00f0ff accent cyan, #ffb700 accent amber, phase colors, status chips, JetBrains Mono monospace, Inter sans), CRT scanlines, phosphor glow, status pulse utilities, and WCAG 2.1 AA high-contrast / reduced-motion media queries.
• Add brand and social preview assets: static/images/tars-logo.svg, multi-resolution static/favicon.ico (16x16 and 32x32), and 1200x630 static/images/og-banner.png.
• Implement foundational Tera template hierarchy (templates/base.html, templates/page.html, templates/section.html, templates/404.html) with OpenGraph/Twitter Card metadata, navigation links (/docs/, /downloads/, https://github.com/tars-cloud), mobile navigation drawer toggle, extensible blocks (title, head, header_actions, content, scripts), and TRANSMISSION_LOST // 404_NOT_FOUND console.
• Integrate [[extra.menu_items]] and theme settings in config.toml and Tailwind CSS v4 compilation in devenv.nix.
