Run Linux tests only on ubuntu-slim for actions that don't need Docker. setup-qemu and setup-buildx stay on ubuntu-latest because ubuntu-slim has no Docker daemon.

Summary
ubuntu-latestfrom the test matrices that also ranubuntu-slim(setup-github-bot, setup-uv, create-pull-request, setup-rust). Both are Linux x64, so the duplicate job used runner minutes for little extra signal.ubuntu-latestfor setup-qemu and setup-buildx, sinceubuntu-slimhas no Docker daemon..claude/CLAUDE.mdto describe the new matrix.Trade-off
ubuntu-slimhas a minimal toolset, so Linux coverage of the "tool already preinstalled" path is lost. The macOS and Windows jobs still partly cover it.Test plan
