Install Rust with setup-rust instead of dtolnay/rust-toolchain@stable, using its pinned toolchain, and key the cargo cache on its cachekey output. Replace the local setup-github-bot action with the shared one.

techcode-io/github-actions/setup-rust@setup-rust/v1instead ofdtolnay/rust-toolchain@stable. Notoolchainis passed, so CI uses the proxy's pinned toolchain (1.99.1 today) instead ofstable.cachekeyoutput to the cargo cache key andrestore-keys, so the cachedtarget/is thrown away when the pinned toolchain changes.setup-github-botaction withtechcode-io/github-actions/setup-github-bot@setup-github-bot/v1, which is identical, and delete the local copy.Actions with no proxy (
