This bug fix changes the production-app entitlement without covering the exact regression case: a profile with tier: "premium" and no subscription must enable Production, while a Standard profile must not. Without that behavior spec, reverting to the previous subscription check would leave the test suite green; add a focused spec for both tiers as required for portal bug fixes. .agents/rules/developer.mdL154-L166

The Production option on the create form now opens for any developer the portal shows as Premium, not only for developers with a plan. Developers who own a Premium or Official app saw the Premium Plan badge but had Production greyed out.
The API now accepts the same developers, so the form and the server agree again.
