The code for each REST node (provisioning, verification, etc) is contained entirely within it's own sub-package. This leads to significant duplication of common or similar functionality (e.g. ReportProblem is re-implmented inside each sub-package).
We should fuctor out ReportProblem along with some other common bits (which may require some additionaly parametrisation) into a separate sub-package which is then re-used by all node implementations.
