Summary

Related to #3541. Default development extensions now give generated scenario apps a self-modification subagent backed by just-bash, but those apps did not install the optional engine up front. eve dev consequently attempted a runtime install that pnpm rejected under strict build-script policy; the scenario harness now pins and installs its workspace just-bash version alongside its existing default dependencies.

Validation

The scenario-app materialization suite confirms the generated manifest and installed dependency, and the previously failing dev-server shutdown scenario passes with default extensions enabled. Workspace typecheck and invariant checks also passed.
