…the docs split Document everything merged since #237: --verify-on-stop, --verify-command, --max-verify-reprompts and --token-limit in the CLI reference, a new docs/verify.md, the budget.warning event and TokenLimitExceeded status, token limits in --check/--init-config/eval/workflows/attempts, and README feature list and docs index entries. Add a test that every registered flag appears in docs/subcommands.md.
