Description

Adds the fleet working-agreements block to the top of .github/copilot-instructions.md, inserted
directly after the title so it is the first thing read.

Motivation and Context

The rules that govern how work is done in this fleet — scope discipline, reporting, git and release
handling — have until now lived only in machine-local agent memory. That store is unversioned,
unreviewable, invisible to the repository owner, and does not survive a session, which is why the
same corrections have recurred across sessions while the rule itself was never visible to anyone
but the agent holding it.

webware-tools now carries the source of truth: agent-working-agreements.md at that package root,
with the preset's copilot-instructions artifact mandating it. This pull request is what makes it
live in this repository, because .github/copilot-instructions.md is loaded automatically in every
session and is reviewed like any other file.

The four non-negotiables are carried inline rather than only referenced, so the block is
self-sufficient today. The reference to the vendored file adds the detail once a webware-tools
release makes that path resolve in this package.

How has this been tested?

  • The diff is a single Markdown file. There is no behaviour to test and no code to exercise.
  • The block text was extracted programmatically from the source artifact rather than retyped, so it
is byte-identical to the source of truth rather than a paraphrase.

Working discipline lived only in machine-local agent memory: unversioned, unreviewable, invisible, and gone when the session ends. webware-tools now carries it as versioned source -- agent-working-agreements.md at that package root, mandated from the preset's copilot-instructions artifact. This adopts the block, which is what makes it live: this file is loaded automatically in every session and is reviewed like any other file.
