chore: bump the tooling image to PHP 8.5.12 and pin extensions - #20

The image pins landed in the compose files of every repo, but the matching Dockerfile changes were missed in this repo. Without them the tooling image still builds from php:8.4.24 and installs whatever pcov and xdebug the PECL channel serves at build time. Same change as the rest of the fleet: PHP_VERSION 8.4.24 to 8.5.12 COMPOSER_VERSION 2 to 2.10.3 PCOV_VERSION pinned to 1.0.12 XDEBUG_VERSION pinned to 3.5.3 COMPOSER_VERSION 2.10.3 carries the fix for CVE-2026-40176.
