docs: ADR 0002 and NEXT.md 0.4 record the lint toolchain as built (0.4 follow-up) #126
Description
Goal
Phase 0's exit criterion is that the ADRs match the code. After #94, ADR 0002's dated as-built notes (2026-09-12) still say main has no ESLint and CI runs only markdownlint, and NEXT.md 0.4 still says lint-staged runs vue-tsc. Following the as-built reconciliation pattern in docs/adrs/README.md, append a dated subsection to ADR 0002 and a short as-built note to NEXT.md 0.4.
Done when
- ADR 0002 has an As built (2026-10-06) subsection with file references, decision text unchanged
- NEXT.md 0.4 says what shipped
- Markdown lint passes
