The DEV-6497 quiescent-capture badge-hide fix (#35) shipped without its playground release-notes.json entry, so the Release PR's release-notes gate failed. Add the 1.18.3 note so the gate passes and the publish runs. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
