ci: disable the per-commit cook-delta layer - #358

Pin setup-soldr v0.9.80 (4df8db9), which adds the `cook-delta` input, and set `cook-delta: false` on every setup-soldr step. The `cook-delta-v2-*` family wrote one generation per commit on main (~2.8 GB) with nothing pruning it. Cook bases stay on. ci/test_cache_policy.py now requires the input on every step and a pin that honors it. Part of zackees/setup-soldr#528; follow-up zackees/setup-soldr#533.
