Fix CI and container workflows

Summary

• enable the OTLP features required by telemetry in both binaries and refresh the lockfile
• apply rustfmt and make PR container CI build the two chart-aligned image targets without publishing
• correct the release image/version logic and keep the Quay release job disabled behind QUAY_RELEASE_ENABLED

Verification

• cargo +nightly fmt --all -- --check
• cargo +nightly check --all-targets --all-features --locked --offline
• cargo +nightly clippy --all-targets --all-features --locked --offline -- -D warnings
