- Commit no absolute local paths, source files, record values, geometries or credentials.
- CI validates checked evidence without requiring local source data.
- Update ADR, roadmap and system-of-record boundaries; do not authorize ingestion, publication, scheduler submission, provider mutation or production readiness.
