Add explicit read-only repository permissions to the active test workflow.

This addresses the CodeQL workflow-permissions finding that survives on reviewability-v1. The separate pylint.yml alert on master is obsoleted because reviewability-v1 deletes that workflow.

Validation: git diff --check; workflow-only YAML change.

  • publish.yml already scopes permissions per job; this was the only workflow without them.

Code-scanning follow-up (2026-09-27): the default-branch side is now resolved by merged #58. The current master copies of both python-package.yml and pylint.yml declare permissions: contents: read, and the GitHub code-scanning API currently returns no open alerts for refs/heads/master. This PR remains independently required for reviewability-v1, whose active python-package.yml still has no explicit permissions block; that branch deletes the legacy Pylint workflow.
