PR hygiene cancels most of its own runs (port of #526) #529

Closed

Description

@CaffeinatedCoder

Port of #526 to release/10.x. The workflow runs from the PR's base, so PRs into release/10.x keep cancelling hygiene runs, and keep showing a red commit status, until the fix is here too. #528 has the change and the measurements. The workflow file is the same on both lines, so the commit cherry-picks with -x and no conflict.

Done when

release/10.x has #528's pr-hygiene.yml, and the port PR's own hygiene runs finish with none cancelled.

    Fixed on release/10.x by #530 (merge fff652f), the cherry-pick of #528. Its own hygiene runs: 4, none cancelled, commit status SUCCESS. Closed by hand, because Closes only acts on main.
