Disable emSign ECC Root CA - G3 (eMudhra intermediate key compromise) - #6

Conversation
The private keys of eight eMudhra intermediate CAs chaining to emSign ECC Root CA - G3 were compromised (reported to the root programs 2026-10-17). Mozilla (NSS 3.131.1) and Chrome (Root Store v43) are removing the root. cacrt has no revocation channel, so per Mozilla's downstream guidance we distrust the root: rename it to *.disabled (kept for the audit trail) and record the rationale in CHANGELOG-roots.md and the eMudhra README. Summary
The private keys of eight eMudhra intermediate CAs were compromised. A reporter proved it to the root programs on 2026-10-17 by signing a test message with each key. The intermediates chain to emSign ECC Root CA - G3 (SHA-256
86A1ECBA089C4A8D3BBE2734C612BA341D813E043CF9E8A862CD5C57A36BBE6B). Mozilla (NSS 3.131.1) and Chrome (Root Store v43) are removing that root.cacrt can't block individual intermediates, so this PR follows Mozilla's guidance for downstream stores and distrusts the root:
roots/eMudhra/emSign_ECC_Root_CA_G3.pemto.disabled. The build skips it, but the file stays in the repo for the audit trail.CHANGELOG-roots.mdand a status banner and incident note toroots/eMudhra/README.md.The other roots named in the incident's
roots.jsonaren't in this store:emSign Root TLS CA - G3andemSign Root CS CA - G3were never in Mozilla, and Sectigo'sAAA Certificate Serviceswas already removed. eMudhra's G1, C1 and C3 roots aren't named in the incident and stay trusted.Test plan
