docs: translate Indonesian authorization note

Summary

• replace the English placeholder in the Indonesian API1:2023 document
• preserve the translation's established terminology for objects, authorization, endpoints, and requests
• clarify that unpredictable identifiers reduce enumeration risk but never replace per-request authorization
