Syncs the flipcash2 contract from
9ebf55fetoflipcash2-protobuf-api@3d6de707, picking up #123 through #126 upstream, for release as 0.13.0. TheCHANGELOG.mdentry for 0.13.0 is in this PR.The binary wire format is unchanged, but three renames break source in both languages:
