feat(eval): capability-evaluation framework (P0) and axis A - #153
The TB2 / L1 rounds measure the pass rate of known tasks, not the ceiling: we cannot say which part of
the remaining gap is capability, which is wall-clock, which is reliability, and which is the agent
breaking its own contract. The user asked for a program that (1) finds problems it can then fix and
(2) says where the agent stands — run on demand ("I'll run it when I want"), not scheduled.
This PR is P0: the design (with the builder-check resolutions) and the working framework, plus
axis A (budget scaling) as the first axis.
Four ceilings (capability / time-throughput / reliability / containment), profiles smoke/standard/deep, L50 + Wilson semantics (L50 is deep-only), triage order, anti-cheat
rules, on-demand command UX, phasing.
A "builder-check resolutions" section: an independent reviewer raised eight questions; the ones the
code and repo decide are recorded as calls (B's fixture is Orca's own Rust repo, axis E rungs are total agents so they do not collide with the 16-concurrent cap, the capability program never edits
the shared L1 probe / mock provider / computer-use harness), and two are flagged to the user (API
spend for C/F/B-deep; whether axis G runs live on this Mac).
on-demand CLI: --list, --axis, --rungs, --scenarios, --profile, --failures last, --against last, --record, --issue <id>, and axis A (--from-run, --multipliers, --execute)
axes/axis_a.py
failing set from a Harbor run → budget-multiplied reruns → time_bound vs capability_gap
scenarios/S0-*
two sanity fixtures (pass / fail) that exercise the plumbing without API spend
tests/test_lib.py
18 unit tests: Wilson known values, L50 recovery, triage order, schema rejection, report/diff
Verification
$ python3 -I -m unittest discover -s scripts/eval/capability/tests -p 'test_*.py'
Ran 18 tests ... OK
$ python3 scripts/eval/capability/run.py --list
S L1 S0-smoke-pass backend=local provider=mock
S L2 S0-smoke-fail backend=local provider=mock
$ python3 scripts/eval/capability/run.py --axis S --profile smoke --out /tmp/capability-smoke
S0-smoke-pass [S L1] attempt 1: pass (pass, 0.6s)
S0-smoke-fail [S L2] attempt 1: fail (capability_gap, 0.5s)
# report.md carries the protocol block, Wilson CIs and the failure taxonomy
$ python3 scripts/eval/capability/run.py --axis A --from-run jobs/full-88-v0514/2026-10-28__09-12-44
axis A plan: 16 failing tasks x 2 multipliers = 32 runs
Axis A's first real batch (2× on the 16 v0.5.14 failures) is running locally; its transitions land as a
follow-up report, not in this PR.
Notes
jobs/ stays gitignored; --record writes the dated report and the scoreboard JSON to docs/reports/.
The framework never edits the existing L1 assets; mock_provider.py, computer_use/ and the TB2
adapter are untouched.
Summary by CodeRabbit
New Features
Added an on-demand capability evaluation tool with smoke scenarios and options to select evaluations by area, level, or ID.
Evaluation reports include pass rates, reliability and cost metrics, failure classifications, and comparisons with previous runs.
Added budget evaluation planning and the option to record results in a scoreboard.
Documentation
Added a draft design covering evaluation profiles, workflows, metrics, and implementation phases.
Added a pilot report comparing task outcomes at standard and increased budgets.
TB2 and the L1 sweep measure the pass rate of known tasks; they cannot say how
much of the remaining gap is capability, wall-clock, reliability or the agent
breaking its own contract. This adds the on-demand program for that, per
docs/superpowers/specs/2026-10-29-capability-evaluation-design.md: four
ceilings, graded ladders, L50 + Wilson reporting, ordered failure triage, and
a `product_bug` path that produces a ready-to-paste issue body.
- lib/scenario.py: scenario schema + discovery/selection
- lib/backend.py: local backend (fixture copy, trusted ORCA_HOME, scripted or
real provider, verifier run, protected-file anti-cheat, JSONL metrics)
- lib/triage.py: harness → environment → product_bug → time_bound →
verification_strictness → capability_gap
- lib/metrics.py: Wilson, logistic L50, budget transitions, cost per pass
- lib/report.py: ladder tables, markdown report, baseline diff, scoreboard
- run.py: --list/--axis/--rungs/--scenarios/--profile/--failures last/
--against/--record/--issue, and axis A (plan or --execute)
- axes/axis_a.py: failing Harbor tasks → budget-multiplied reruns →
time_bound vs capability_gap
- scenarios/S0-*: pass/fail sanity fixtures (mock provider, no API spend)
- tests/test_lib.py: 18 unit tests
The design document records the builder-check resolutions: B's fixture is
Orca's own Rust repo, the local backend stays on the host (a docker backend is
for B/D destructive faults), axis E rungs are total agents, L50 is deep-only,
and the shared L1/mock/computer-use assets are not modified.
This pull request adds a capability-evaluation design and runner. It supports local scenario execution, attempt classification, metrics and reports, baseline comparisons, and a separate Harbor-based budget evaluation path.

Evaluation design and workflow docs/superpowers/specs/2026-10-29-capability-evaluation-design.md
The design specifies evaluation axes and profiles, result handling, attribution, anti-cheat constraints, implementation phases, and design decisions.
Scenario contract and smoke fixtures scripts/eval/capability/lib/scenario.py, scripts/eval/capability/scenarios/*, scripts/eval/capability/tests/test_lib.py
Scenario loading validates schema and fixtures, then supports discovery and selection. The smoke scenarios define pass and fail examples; tests cover scenario validation and filtering.
Local attempt execution and runner scripts/eval/capability/lib/backend.py, scripts/eval/capability/run.py, scripts/eval/capability/axes/__init__.py
The backend prepares workspaces, runs the agent and verifiers, and records attempt evidence. The CLI selects and runs scenarios, then writes run artifacts and optional scoreboard entries.
Metrics, triage, and reporting scripts/eval/capability/lib/metrics.py, scripts/eval/capability/lib/triage.py, scripts/eval/capability/lib/report.py, scripts/eval/capability/lib/__init__.py, scripts/eval/capability/tests/test_lib.py
The library computes metrics, classifies failures, summarizes and compares runs, and writes reports and scoreboard entries. Tests cover the calculations, classifications, and report behavior.
Axis A identifies failed Harbor tasks, plans and runs multiplier evaluations, and records outcomes. The pilot report records results for the evaluated tasks at 2× and 4×.

Return early when the latest run has no failing scenarios.
If report.failed_ids(latest) returns [], the code prints "re-running 0 failing scenario(s)". It then calls scenario.select(discovered, ids=[]). select treats an empty ids as no filter (if ids:), so it returns every discovered scenario. --failures last after a clean run therefore re-runs the whole suite. Scenarios that use a real provider spend API budget in that case.
Handle the empty case before selecting.
🐛 Proposed fix
ids = report.failed_ids(latest)
+ if not ids:+ print(f"no failing scenarios in {latest['run_id']}; nothing to re-run")+ return 0
print(f"re-running {len(ids)} failing scenario(s) from {latest['run_id']}")
selected = scenario.select(discovered, ids=ids)

Do not overwrite an unreadable scoreboard with an empty history.
If capability-scoreboard.json fails to parse, entries is reset to []. Line 191 then writes the file with only the new run, which erases the prior history. The scoreboard is a committed docs file. A partial write or leftover merge-conflict markers would trigger this path. A JSON list at the top level would instead raise AttributeError on .get.
Fail with a clear error instead of replacing the file.

Skip the filesystem probe when prompt_is_text is set.
When prompt_is_text is true, use raw["prompt"] directly. Otherwise, resolve it as a prompt file. A long inline prompt can cause Path.is_file() to raise OSError: [Errno 36] File name too long before the inline-text branch runs.

higher-budget pass is classified as product_bug. Update the documented ordering,
classifier, and tests to preserve that precedence consistently.
- Around line 79-85: Update the runner’s PROFILES handling to enforce each

- Line 33: Update the task selection around the `reward != 1.0` condition to
aggregate baseline trial outcomes by task and retain whether each task had both
passing and failing trials. Classify mixed-outcome tasks separately so a later
pass is not counted as time-bound when the task already passed at 1×.
- Line 60: Update run_axis_a to pass the requested attempt count to execute’s

multiplier instead of using execute’s default of one.
- Line 67: Update the subprocess.run invocation to use a configurable timeout or

preserving pass/fail classification for trials with a measured reward.
- Around line 67-68: Capture the result of subprocess.run before calling

Implement the documented axis A sampling protocol.
The design specifies k=2 at 1×/2×/4×. The current path uses the previous run as the baseline, defaults to only 2×/4×, and executes one attempt per multiplier. The transition table therefore lacks the documented repeated observations. Either implement the full protocol or update the design to describe the actual baseline-plus-rerun workflow. Align the documented triage order with the classifier.
The document places time_bound before product_bug. The classifier and its tests give product_signals precedence over budget and wall-limit evidence. An attempt with exit_137 and a higher-budget pass is therefore classified as product_bug, and the runner reports it as an issue candidate. Update the design, classifier, and tests to use one ordering. (raw.githubusercontent.com)

run_local copies the full fixture before starting the agent and runs verification afterward. Allow the job timeout to cover the planned workload.
The six-hour limit applies to the entire Harbor job, not one trial. For example, sixteen two-hour trials at concurrency four can require eight hours. TimeoutExpired then aborts the run before budget-rows.json or transitions are written. Make the job timeout configurable or derive it from the workload, and preserve completed results on timeout. Check Harbor completion before reporting transitions.
If Harbor exits nonzero, this code discards its status and captured error output, then continues with any results found. If the 4× job fails after a 2× failure, the downstream metric can report a capability gap without a 4× trial. Check the exit status and reconcile results against the planned task and multiplier pairs before reporting.

Exclude Harbor job summaries from trial results.
Harbor writes both <jobs-dir>/<job>/result.json and <jobs-dir>/<job>/<trial>/result.json. If Harbor records an environment or verifier exception without a reward, this row becomes fail. Pass product_signals to the returned Attempt.
The signals list is built at Lines 235-239 and used for classification. It is never stored on the returned Attempt, so Attempt.product_signals is always []. This has two effects:
triage_signals() in run.py (Lines 115-116, 178) filters attempt.product_signals, so it always returns nothing. product_findings stays empty even when failure_class == "product_bug".
show_issue prints no product_signals.
The product_bug path therefore cannot produce the issue candidates that the PR describes.
Related issue: no_tool_calls is added only when not failures. Such an attempt has outcome == "pass", so classify never runs for it. That signal can never lead to product_bug. Drop the not failures condition if you want the signal to fire on failing attempts.

First real axis A measurement: re-ran the 16 tasks that scored 0.0 in the
v0.5.14 TB2 run with `--timeout-multiplier 2`. Nine pass at 2x (chess-best-move,
crack-7z-hash, gpt2-codegolf, large-scale-text-editing, make-mips-interpreter,
merge-diff-arc-agi-task, protein-assembly, pypi-server,
torch-tensor-parallelism), which puts the same run at 81/88 = 0.9205 at that
budget: the 0.8182 headline is substantially wall-clock, not capability.
Two conclusions that change earlier reading:
- pypi-server is time-bound, not the workspace-lifetime service bug suspected in
the earlier triage; no issue is filed for it.
- make-mips-interpreter passes at 2x after the #114 adapter fix.
Also fixes axes/axis_a.py so Harbor's job-level aggregate result.json is not
counted as a trial, and adds `--tasks` to restrict an axis A run.

Why
The TB2 / L1 rounds measure the pass rate of known tasks, not the ceiling: we cannot say which part of
the remaining gap is capability, which is wall-clock, which is reliability, and which is the agent
breaking its own contract. The user asked for a program that (1) finds problems it can then fix and
(2) says where the agent stands — run on demand ("I'll run it when I want"), not scheduled.
This PR is P0: the design (with the builder-check resolutions) and the working framework, plus
axis A (budget scaling) as the first axis.
What lands
Design —
docs/superpowers/specs/2026-10-29-capability-evaluation-design.mdsmoke/standard/deep, L50 + Wilson semantics (L50 is deep-only), triage order, anti-cheatrules, on-demand command UX, phasing.
code and repo decide are recorded as calls (B's fixture is Orca's own Rust repo, axis E rungs are
total agents so they do not collide with the 16-concurrent cap, the capability program never edits
the shared L1 probe / mock provider / computer-use harness), and two are flagged to the user (API
spend for C/F/B-deep; whether axis G runs live on this Mac).
Framework —
scripts/eval/capability/lib/scenario.pyscenario.jsonloader + validation, discovery, axis/rung/id selectionlib/backend.pylocalbackend: copied fixture, trustedORCA_HOME, scripted or real provider, verifier execution, protected-file (anti-cheat) hashing, JSONL event parsinglib/triage.pyharness → environment → product_bug → time_bound → verification_strictness → capability_gap)lib/metrics.pylib/report.pyrun.py--list,--axis,--rungs,--scenarios,--profile,--failures last,--against last,--record,--issue <id>, and axis A (--from-run,--multipliers,--execute)axes/axis_a.pytime_boundvscapability_gapscenarios/S0-*tests/test_lib.pyVerification
Axis A's first real batch (2× on the 16 v0.5.14 failures) is running locally; its transitions land as a
follow-up report, not in this PR.
Notes
jobs/stays gitignored;--recordwrites the dated report and the scoreboard JSON todocs/reports/.mock_provider.py,computer_use/and the TB2adapter are untouched.
