The conversation header took ~190px over three bands: title + stats, a linked-work strip, and Conversation / Event log tabs. Most of that repeated what Conversation details already showed. This PR makes the header a single title bar and turns details into one ordered context panel, so each fact appears in one place.

Title bar (48px on desktop)

• Location (or the parent-agent breadcrumb), title, live dot, privacy chip.
• Search, Share, ⋯, and the details toggle.
• ⋯ holds Conversation / Event log, Copy as Markdown, Archive, and Open in Sentry. When Event log is open, the bar shows an "Event log ×" control that goes back in one click.
• Run stats and the linked-work strip no longer show in the header on desktop.

Conversation details (no tabs)
Ordered by what a reader asks first:

1. Brief summary. The panel title reads "Brief · Updated 3m ago" and has no outcome status.
2. Needs you: open review items as one-line rows, using the same pattern as the sidebar review chip. Each row expands to the full card in place.
3. Linked work, with Watches listed underneath as "Also waiting on".
4. Subagents, run stats, usage, participants, and Memories (collapsed).

Behavior changes

• The review bar above the message box is gone. ?review=open (the sidebar chip link) now opens details and highlights Needs you, at any width. Closing details clears the param.
• Details still opens by default at ≥1440px. Below that it stays closed and opens from the toggle.
• Share and Open in Sentry moved from the details panel to the title bar and the ⋯ menu.
• Mobile layout is unchanged. The header's z-index goes up only at md and wider, so the mobile app-header menu still covers it.

ConversationReplyFooter moved to its own file so ConversationPage.tsx stays under the 1,000-line limit. Its only change is removing the review bar.

Follow-ups, not in this PR

• The GitHub plugin should tag each Watch with its linked-work item, so a watched PR shows as one row with a watch marker. Until then, every Watch shows under "Also waiting on".
• A "Brief · Updating…" state needs a refresh-in-progress signal from core in the conversation API.
• Subagent, turn context, and event details still open in their own drawers instead of inside the panel.
