Arroyo's consumer is enabled everywhere, so remove the
use_arroyo_consumerflag and rdkafka's StreamConsumer path. The broker now always consumes with Arroyo's AsyncKafkaConsumer.Remove the ConsumerBackend and PartitionQueueBackend switches, the rdkafka poller and ConsumerContext, and the rdkafka cases in the tests and the CI matrix.
