# A dependency pull request is a one-line diff that becomes stale the
# moment anything else merges, and the Branch freshness check then fails it
# on a rule the dependency did not break. Dependabot's default is not to
# rebase, so with more than one open update at a time every one but the
# first would show red for the wrong reason. Rebasing makes the freshness
# check mean what it says: red here is a conflict that needs a person.

Correct the Dependabot default statement.

The comment says that Dependabot does not rebase by default. GitHub documents automatic rebasing as the default; rebase-strategy: disabled turns it off. (docs.github.com)

Keep rebase-strategy: auto if the repository wants this policy to remain explicit, but update the comment.

Update the Dependabot comment alongside the rebase configuration to remove the
incorrect claim that rebasing is disabled by default. Keep the comment focused
on why automatic rebasing is explicit and how it helps the Branch freshness
check identify conflicts requiring attention.

Count unlaned branches before deciding whether to keep the issue open.

If only an upstream/* or archive/* salvage branch remains, the Markdown summary still reports it in the salvage class total. SALVAGE is therefore non-zero, so Line 86 creates or retains the rolling drift issue. The separate LANED total cannot correct this because it does not distinguish stale from salvage. Derive the issue-triggering counts from rows with no lane, or add separate unlaned class totals to the triage output.

Review comment at @.github/workflows/branch-hygiene.yml around lines 64 - 66:
Update the branch-hygiene workflow’s issue-triggering counts so they include
only unlaned rows; the current SALVAGE total includes upstream or archive
branches that should not keep the rolling drift issue open. Use the triage
output to derive separate unlaned stale and salvage totals, or otherwise count
unlaned rows by class, and use those counts in the issue decision while
preserving the summary class totals.

L2: # Checkout v7
L3: ## What's new
L4: - Safer fork pull request handling: checkout now refuses to check out fork pull request code by default when the workflow is triggered by `pull_request_target` or `workflow_run`. These triggers run with the base repository's `GITHUB_TOKEN`, secrets, and runner access, where executing a fork's code commonly leads to "pwn request" vulnerabilities.
L5: - To opt in after [reviewing the risks](https://gh.io/securely-using-pull_request_target), set the new `allow-unsafe-pr-checkout: true` input.
L6: - Migrated `actions/checkout` to ESM to support new versions of the `@actions/*` packages.
L7: - Updated direct and transitive dependencies, including security fixes for known vulnerabilities.
L8: # Checkout v6
L9: ## What's new
L10: - Improved credential security: `persist-credentials` now stores credentials in a separate file under `$RUNNER_TEMP` instead of directly in `.git/config`
L11: - No workflow changes required — `git fetch`, `git push`, etc. continue to work automatically
L12: - Running authenticated git commands from a [Docker container action](https://docs.github.com/actions/sharing-automations/creating-actions/creating-a-docker-container-action) requires Actions Runner [v2.329.0](https://github.com/actions/runner/releases/tag/v2.329.0) or later
L13: # Checkout v5
L14:
L15: ## What's new
L16:
L17: - Updated to the node24 runtime
L18: - This requires a minimum Actions Runner version of [v2.327.1](https://github.com/actions/runner/releases/tag/v2.327.1) to run.
L19: # Checkout v4
L20:
L21: This action checks-out your repository under `$GITHUB_WORKSPACE`, so your workflow can access it.
L22:
L23: Only a single commit is fetched by default, for the ref/SHA that triggered the workflow. Set `fetch-depth: 0` to fetch all history for all branches and tags. Refer [here](https://docs.github.com/actions/using-workflows/events-that-trigger-workflows) to learn which commit `$GITHUB_SHA` points to for different events.

Disable credential persistence for these checkout steps.

The pull_request workflow grants contents: read and runs code from the checkout. actions/checkout persists the GitHub token unless disabled. An untrusted pull request can read that token. The standards job can then include it in an uploaded artefact. Set persist-credentials: false unless a later step requires authenticated Git operations.

## Declared lanes are not spare branches

A branch name can be a *routing decision* rather than a topic. Three such lanes
exist here, and a class computed from the commit graph knows nothing about them:

| Lane | Declared in | What it is |
| --- | --- | --- |
| `upstream/*` | `MetaManifold-WebUI_chora.deed`, routing `:upstream-candidates` | Work destined for the upstream remote (`JoshuaJewell/MetaManifold-WebUI`), squash-merged there. `notes/commit-signing.md` records #192 landing that way as `upstream/glmgampoi-r`. |
| `archive/*` | `CONTRIBUTING.md`, retention | A deliberate snapshot that is not proposed for merging. |
| `governance-badges` | `CONTRIBUTING.md`, retention | The orphan branch the `Publish badges` job force-pushes; `README.md` reads it through `img.shields.io/endpoint`. |

The triage prints a lane column and a count, but a laned branch is **not**
counted by `--fail-on` unless `--include-lanes` is passed. This is not
pedantry: it is a mistake this document had to absorb.

**Correction, 2026-10-25.** The first pass of this cleanup classed
`upstream/placement-evidence` as `salvage` and closed #270 with it, reasoning
only from the commit graph. The deed says that name is a lane: the branch was a
candidate for the upstream remote, not a spare working branch. The content is
not lost — it is at `refs/pull/270/head`, and the same two files
(`frontend/src/components/ComputingNote.tsx`, `frontend/src/tree/placementLwr.test.ts`)
are recorded in the table below — but closing it removed a candidate from a
declared lane, which is a decision that belonged to the owner. Whether to
re-cut that candidate from the current tip is recorded under
[Decisions for the owner](#decisions-for-the-owner). The other twelve closes
are unaffected: none of them was in a lane.

Correct the claim that no other closed branch was in a lane.

The measurement table records archive/pre-sync-2026-10-17 as closed and deleted, while the new lane table defines archive/* as a declared lane. Amend the historical account to acknowledge that archive branch and distinguish its disposition from the upstream candidate’s.

## Enforced, not just written down

| `.github/workflows/pr-freshness.yml` | Runs `scripts/maintenance/check-pr-freshness.sh` on every pull request open, push, reopen and ready-for-review. Fails with a check annotation naming how far behind the branch is, or which merge commit breaks rule 2. |
| `.github/workflows/branch-hygiene.yml` | Weekly, and on demand: runs the triage and updates **one** rolling issue, closing it when no drifted branch remains. One issue updated in place, because a job that opens an issue every week is the mechanism that produced the pile it is meant to clear. |
| `.github/dependabot.yml` | Both ecosystems set `rebase-strategy: auto`. Dependabot does not rebase by default, so with two open updates the second becomes stale the moment the first merges and **Branch freshness** would fail a one-line dependency bump on a rule the bump did not break. Rebasing keeps that check meaning what it says. |

Correct the Dependabot rebase explanation.

GitHub documents rebase-strategy: auto as the default, not a new behaviour enabled by this setting. Automatic rebasing also does not guarantee that a non-conflicting update moves to the current main immediately after another update merges. State that the setting makes the default explicit; do not present it as a guarantee that every update will satisfy Branch freshness without intervention. (docs.github.com)

4. **`docs/milestones/02-deferred-issues.md` is referenced by issue #4 and does
not exist on `main`.** The pre-sync archive carried it; the sync dropped it.
Either restore it or edit the issue's reference. Not done here because the
content overlaps `docs/statistics/method-catalogue-v1.md` and the owner may
prefer the issue to point at that instead.
5. **The `upstream/*` candidate that was closed (see the correction above).**
`prepare/lwr-63-lean`, `upstream/placement-evidence` and `wip/pr62-theta`
carried the same residue — `ComputingNote.tsx` and `placementLwr.test.ts`.
If an upstream candidate is still wanted, the honest move is to re-cut one
small branch from the current tip containing only those two files, tested
against the current `frontend/src/tree/model.ts`, rather than to restore a
six-day-old tree 119 commits behind. That is owner work, not cleanup.
6. **Reconciling the `hyperpolymath/standards` pins.** Seven workflows reference
that repository at four different commits, two of them inside
`hypatia-scan-reusable.yml` itself. Some pins are deliberate and pinned by
`scripts/check-governance-contract.sh` (`c6d78606…` for K9, the secret
scanner and Scorecard; `01c9b0c9…` for the verdict-grid renderer), so a
reconciliation has to move the contract's constants and the allowlist digest
together, and is a review of its own rather than a tidy.
