fix(governance): make the DEED and Scorecard lanes fork-local (restores both) - #293
Governance (fork) and OpenSSF Scorecard have been dark since 10:13 UTC, and #291 could not fix them. This does, and it is the only route available from here.
The run's annotation names an Actions policy, not the rename:
The reusable workflow metadatastician/standards/…@75bd5994… is not allowed … because all reusable workflows must be from a repository owned by hyperpolymath or match the pattern: arena-ai-coding-agent[bot].
So the failure is architectural: editing uses: strings cannot cross the owner boundary. And this session's identity is an App installation — it reports admin: true on the repo but GET /repos/{owner}/{repo}/actions/permissions returns 403, so the Settings change is not reachable from here either. Of the three ways out (permit the owner / move the repo back / fork-local copies), only the third needs no owner action.
It is also the option this repository already chose for three of its five reusables: k9-conformance-reusable.yml, hypatia-scan-reusable.yml and secret-scanner-reusable.yml are all fork-local copies.
reconciler helper at 5a0891e9, ossf/scorecard-action@fa7117db
Neither copy re-implements anything:
DEED is the upstream caller path only. The upstream self-test, fixture-corpus, uuid-v8 and Rust-generator steps are gated on github.repository == 'hyperpolymath/standards' and never executed here — not copied. The lint step is the same find … *.deed | xargs bun deed_lint.js, plus an ::error:: annotation so a failure is readable from the checks API.
Scorecard is the scorecard job verbatim from c6d78606, comments included, because those comments record two separate freezes of this repository's Security tab (a deleted SARIF upload in PR #393, and a reconciler failure that could skip the upload). Reading them is the difference between maintaining it and reintroducing the outage. Its pull-request job is not copied: scorecard.yml has no PR trigger and the contract fails if one is added, so the job is unreachable here.
The durable part
A new contract rule, for the next time any repository moves:
every reusable workflow must be fork-local or owned by the repository owner
because a cross-owner call fails at plan time with zero jobs and no error line in any check summary — which is precisely why this went unnoticed for two hours and survived a review of #286 and #291.
Per-lane guards too: each copy must record its source commit, the DEED caller must stay local with require-files: true, and the Scorecard copy must keep its SARIF upload, its continue-on-error: true reconciler and its final fail-the-run step. Seven new mutations prove each check can fail (deed-remote, scorecard-remote, cross-owner-reusable, deed-source-sha, scorecard-source-sha, scorecard-no-upload, scorecard-quiet-reconcile). The stale-owner check was narrowed to uses:/repository: fields, so a comment may still explain the transfer — the previous version flagged the new DEED header.
Validation
bash scripts/check-governance-contract.sh # 83 checks passed (was 72)
bash scripts/tests/test-governance-contract.sh # all mutations rejected, incl. 7 new
bash scripts/tests/test-triage-branches.sh # 24 passed, 0 failed
bash scripts/tests/test-check-pr-freshness.sh # 12 passed, 0 failed
bash scripts/tests/test-scanner-boundaries.sh # ok
bash scripts/tests/test-ci-logging.sh # ok
All eleven workflow files parse as YAML; the two new copies' embedded shell was extracted and passed bash -n; the linter (1-formats/deed/tools/deed_lint.js, 20 KB) and the reconciler (10 KB) were confirmed to exist at their pinned commits; this repository has exactly one .deed file for the lane to lint.
The real test is this PR's own Governance (fork) run — it goes from startup_failure/0 jobs to four jobs (Advisory scan contract, DEED syntax / lint, K9 conformance, Hypatia verdict grid). Scorecard cannot be exercised from a pull request (push/schedule/dispatch only, by design), so its first run is the next push to main; its YAML and its guards are contract-checked in the meantime.
Scope
Pins unchanged: the linter, the reconciler, ossf/scorecard-action and every action SHA are the same commits as before. No new code is trusted.
The Settings fix is still worth doing (Settings → Actions → allow metadatastician) — not because these two lanes need it now, but because it makes the next transfer a non-event. The copies can then be dropped in favour of the remote again, and the contract will not object to either arrangement.
No Julia, R or frontend change; no lockfile change.
The two lanes that call a standards reusable have been dark since the
repository moved at 10:13 UTC, and #291 could not fix them: the Actions policy
allows a reusable workflow only from a repository owned by hyperpolymath, and
this session's token is an App installation with repository admin but no
administration scope, so the setting is not reachable from here
(GET /repos/.../actions/permissions -> 403).
Three of the five reusables this repository calls were already fork-local
copies for reasons of this shape. These are the other two:
- deed-conformance-reusable.yml is the upstream CALLER path only: checkout the
caller, checkout the linter from standards at 75bd5994 (a checkout, which
cross-owner IS allowed), run it over every committed *.deed. The upstream
self-test, fixture-corpus and uuid-v8 steps are gated on
github.repository == 'hyperpolymath/standards' and never ran here.
- scorecard-reusable.yml is the scorecard job verbatim from c6d78606, comments
included, because they record two freezes of this repository's Security tab.
Its pull-request job is not copied: scorecard.yml has no PR trigger and the
contract fails if one is added.
No new code is trusted: the linter and the reconciler helper still come from
standards at the same pinned commits as before.
The governance contract now enforces the durable lesson - every reusable
workflow must be fork-local or owned by the repository owner, because a
cross-owner call fails at plan time with zero jobs and no line in any check
summary - plus each copy's source commit and, for Scorecard, the SARIF upload,
the reconciler continue-on-error and the final fail-the-run step. Seven new
mutations prove each check can fail; the stale-owner check now looks only at
uses:/repository: fields, so a comment may still explain the transfer.

Added repository-local reusable workflows for DEED conformance checks and OSSF Scorecard scanning. DEED checks can optionally require matching files; Scorecard results are uploaded for code scanning and retained as an artifact.
Bug Fixes
Scorecard results are still uploaded when reconciliation fails, with the job reporting the failure afterwards.
Documentation
Updated repository maintenance guidance to describe workflow ownership requirements and the local workflow arrangements.
Tests
Expanded governance checks to validate workflow ownership, pinned sources and Scorecard failure handling.
The repository now calls fork-local reusable DEED and Scorecard workflows. The DEED workflow checks caller files with a pinned linter. The Scorecard workflow uploads selected and raw results, then reports reconciliation failures. Governance checks and maintenance documentation cover these workflow contracts.
Changes: Fork-local Actions workflows
Layer / File(s)
Summary
DEED lint workflow and caller .github/workflows/deed-conformance-reusable.yml, .github/workflows/hypatia-scan.yml
The local reusable workflow checks caller files with the pinned DEED linter. It handles missing linter or files, and lint failures. The scan job calls this local workflow.
Scorecard analysis and reconciliation .github/workflows/scorecard-reusable.yml, .github/workflows/scorecard.yml
The local workflow runs Scorecard outside pull requests. It selects reconciled SARIF when available, uploads results, and fails after upload if reconciliation failed or no reconciled SARIF was selected. The Scorecard job calls this local workflow.
Workflow governance checks and records scripts/check-governance-contract.sh, scripts/tests/test-governance-contract.sh, docs/maintenance/repository-hygiene.md
The governance contract and mutation tests check local workflow calls, pinned sources, DEED file requirements, and Scorecard reconciliation and upload safeguards. The maintenance document records the policy and workflow choices.

Merge Risk: Moderate · up to bc119
This change moves the DEED and Scorecard lanes to fork-local workflows. The Scorecard publishing job may be rejected on the first push to main, and some failure modes skip the code-scanning upload. The new governance checks can be bypassed in a few ways, so they give weaker protection than intended. These should be addressed or explicitly accepted before merge.

Preserve DEED filenames when passing them to the linter.
If a committed .deed filename contains a space or newline, xargs splits the path into separate arguments. The pinned linter then tries to read those arguments as separate files, so a valid DEED file fails this job. Use find -print0, sort -z and xargs -0 together. The pinned linter accepts file paths as arguments. (raw.githubusercontent.com)

Keep the raw SARIF upload reachable if the helper checkout fails.
If this checkout fails after Scorecard creates results.sarif, GitHub skips the reconciliation, selection and upload steps. continue-on-error: true applies only to the later reconciliation step. The existing raw-SARIF fallback therefore does not protect code scanning from a helper checkout failure. Allow selection and upload to run after this failure, while still failing the job afterwards. GitHub applies a default success() check to steps without an overriding condition. (docs.github.com)

Keep the publishing job within Scorecard’s approved step list.
On the default branch, publish_results can be enabled. The same job contains run steps for reconciliation, SARIF selection, and failure handling. The pinned Scorecard documentation permits only approved actions in the job that runs ossf/scorecard-action. Move the reconciliation and shell steps to a separate job. Keep the publishing job limited to the approved actions so the badge and public API results can be accepted.

Inspect quoted reusable-workflow references.
If a job sets uses: "someone/else/.github/workflows/k9.yml@main", this expression does not match the opening quote. The owner check passes although GitHub can call the cross-owner workflow, so the plan-time failure this rule is meant to detect remains possible. Parse the YAML value or accept quoted values, and add a quoted-call mutation. (docs.github.com)

Check require-files on the DEED call.

Validate the Scorecard failure step, not only its name.
If the final step retains its name but changes to if: false, every new Scorecard assertion still passes. A reconciliation failure is then tolerated by continue-on-error: true, and the job can report success without the required failure signal. Check the final step’s condition and failing command together; add a mutation that disables the step. GitHub’s step condition can prevent execution, and continue-on-error can let a failed step leave the job passing. (docs.github.com)

…roposal and remedy ultraplan (#295)
## Change and reason
Publishes the security and integrity dossier for this repository: a
static review of the request surface, a standards assessment, an
adversarial exercise, a delivery plan, and the institutional case for
acting on any of it. **Documentation only — no source file, route, test
or configuration default is changed.**
Today a prospective user cannot find out what this system protects and
what it does not. `SECURITY.md` is a policy document (how to report a
vulnerability), not a model of what is being protected. This PR supplies
the model, with file-and-line evidence for every claim, and states
plainly what the review could not do.
Findings, in one line each: the *code surface* is unusually well
defended (twelve controls recorded as sound, several better than
commercial products), while four absences — **no identity, no audit
trail, no encryption at rest, no classification model** — account for
every serious finding. Three of those absences are *required* HIPAA
implementation specifications (unique user identification,
authentication, audit controls), not addressable ones.
### What is added
| File | Contents |
| --- | --- |
| `docs/security/recon-report.md` | 17 findings (`SEC-01`…`SEC-17`),
each with the file, line and reproducing command; the 12 existing

article-by-article; HIPAA specification-by-specification; all 33 TOP
SECRET (Tier 3) baseline behaviours classified as **application**,
**inherited from the environment**, or **no software expression**; a

| `docs/security/ultraplan-secure-private.md` | The engineering plan: 8

the existing documentation allowlist (`docs/*` is ignored by default) |
### The governing rule
Every proposed remedy is **eliminate → substitute → notify**, with no
control that pushes work onto the user: zero added user actions across
the whole programme, and at most two one-off decisions per study.

classification dropdowns are explicitly rejected on human-factors
grounds in favour of substitutes.
### Honesty constraints applied throughout
- No rung of the ladder above R1 is claimed. TOP SECRET is stated as an
*accreditation of a system inside an accredited environment*, not a
property of an application.
- "GDPR compliant", "HIPAA compliant" and "TOP SECRET ready" are named
as claims that would be false today.
- The dossier states that a green CI run is not a claim that a finding
is resolved.
Related work left out: see **Scope**.
## Validation
**No tests were run, because nothing executable changed.** This PR adds
five Markdown files, creates two directories, and adds 15 lines to
`SECURITY.md`.
What I did run, and the result:
```
$ git diff --stat origin/main..HEAD
.gitignore | 4 +-
SECURITY.md | 15 +
docs/proposals/security-and-integrity-programme.md | 343 ++++++++
docs/proposals/security-and-integrity-ultraplan.md | 644 ++++++++++++++
docs/security/README.md | 56 ++
docs/security/colour-teams.md | 289 ++++++++
docs/security/recon-report.md | 979 +++++++++++++++++++++
docs/security/ultraplan-secure-private.md | 739 ++++++++++++++++
8 files changed, 3068 insertions(+), 1 deletion(-)
$ git diff --name-only origin/main..HEAD | grep -v -E '^(docs/(security|proposals)/|SECURITY.md|.gitignore)'
(none — docs only)
# internal Markdown link check over every added file
$ python3 <link checker over docs/security/*.md docs/proposals/*.md>
broken links: 0
# Markdown table column-count check over every added file
tables ok
# every file:line citation in the added documents resolves to a real line
$ python3 <citation checker over 58 unique cited paths>
all in range, except four citations that name routes in other route files
(see note below)
```
**Environment, and therefore what is *not* claimed:** no Julia, R, bun,
DuckDB, `yq` or `ijson-jcs` binary is available in the review
environment, and the checkout was a **shallow clone (1 commit)**.
Consequently:
- no test suite, benchmark or proof check was executed here;
- no live HTTP request was sent to a running server — all exploit paths
in the dossier are reasoned from source and are labelled as such until
tests exist (`ultraplan W7` turns them into tests);
- **no Git-history secret scan was performed** (shallow clone).
`.github/workflows/secret-scanner.yml` scans full history in CI; the
dossier asserts that design, not its result;
- no dependency advisory audit of the Julia, R or npm trees was
performed.
The four citation notes, stated rather than hidden: `report.jl:119`,
`config.jl:631`, `cladistics.jl:321` and `evidence.jl:696` are cited in
the deletion-route inventory and refer to route files of those names
under `src/server/routes/`; the checker resolved them to same-named
files elsewhere in the tree. They are correct in context and should be
read as `src/server/routes/<name>`.
The dossier's own §0.3 and §10 record these limits, and §9 gives the 20
commands that reproduce every finding.
## Scope
- **No code, no routes, no tests, no config defaults, no lockfiles.**
The plan in `ultraplan-secure-private.md` is explicitly not applied.
- **No scientific or statistical change.** The invariant adopted for the
whole programme is that the same inputs produce byte-identical outputs;
nothing in this PR touches that code.
- **No claim of certification, accreditation or compliance**, and no
attempt to bring higher-classification government guidance into the
repository. The Tier 3 material is obtained through an organisation's
own security team, with the NCSC consulted where there is a business
need.
- **Deliberately left for the owner as decisions**, not silently chosen:
the target rung for the next release, the DPIA owner, the classification
vocabulary (UK GSC versus an institution profile), the programme's
outward name, and the wording of the author affiliations in the
proposal. These are listed as questions in both `docs/proposals`
documents.
- **Signed commits:** this branch's commits are unsigned. I cannot sign
in this environment. Upstream requires Verified commits for merge (see
`notes/commit-signing.md`), so the branch will need the owner's signing
step before merge; the content is unaffected.
- `.gitignore` changes only the documentation allowlist, adding two
`!docs/.../` lines and updating the adjacent comment. No build output,
vendored file or generated artefact is included.
## Contribution checks
- [x] I followed [CONTRIBUTING.md](../CONTRIBUTING.md).
- [x] This branch starts at current upstream main and contains no merges
from fork main. Rebased onto `8a71af8` (the current `main` tip) with
`git rebase --onto origin/main d6e8671` after `main` was rewritten by
#293; `git rev-list --left-right --count origin/main...HEAD` reports `0
3`.
- [ ] CI has run and passes. — CI has to run against this
documentation-only change; no Julia test result is claimed by me.
- [x] Existing licensing, citation and acknowledgement text is
unchanged. `LICENSE`, `CITATION.cff` and the existing SPDX headers are
untouched; the five new documents carry `CC-BY-SA-4.0` headers matching
`docs/statistics/` and `docs/schemas/`.

*Read `docs/security/README.md` first. If a finding here is wrong, the
command that proves it wrong belongs in the same PR as the correction.*

Change and reason
Governance (fork)andOpenSSF Scorecardhave been dark since 10:13 UTC, and #291 could not fix them. This does, and it is the only route available from here.Why #291 wasn't enough
The run's annotation names an Actions policy, not the rename:
So the failure is architectural: editing
uses:strings cannot cross the owner boundary. And this session's identity is an App installation — it reportsadmin: trueon the repo butGET /repos/{owner}/{repo}/actions/permissionsreturns 403, so the Settings change is not reachable from here either. Of the three ways out (permit the owner / move the repo back / fork-local copies), only the third needs no owner action.It is also the option this repository already chose for three of its five reusables:
k9-conformance-reusable.yml,hypatia-scan-reusable.ymlandsecret-scanner-reusable.ymlare all fork-local copies.What this does
DEED syntax / lintmetadatastician/standards/…/deed-conformance.yml@75bd5994./.github/workflows/deed-conformance-reusable.ymlstandardsat75bd5994— a checkout, which cross-owner is allowedOpenSSF Scorecardmetadatastician/standards/…/scorecard-reusable.yml@c6d78606./.github/workflows/scorecard-reusable.yml5a0891e9,ossf/scorecard-action@fa7117dbNeither copy re-implements anything:
github.repository == 'hyperpolymath/standards'and never executed here — not copied. The lint step is the samefind … *.deed | xargs bun deed_lint.js, plus an::error::annotation so a failure is readable from the checks API.scorecardjob verbatim fromc6d78606, comments included, because those comments record two separate freezes of this repository's Security tab (a deleted SARIF upload in PR #393, and a reconciler failure that could skip the upload). Reading them is the difference between maintaining it and reintroducing the outage. Itspull-requestjob is not copied:scorecard.ymlhas no PR trigger and the contract fails if one is added, so the job is unreachable here.The durable part
A new contract rule, for the next time any repository moves:
because a cross-owner call fails at plan time with zero jobs and no error line in any check summary — which is precisely why this went unnoticed for two hours and survived a review of #286 and #291.
Per-lane guards too: each copy must record its source commit, the DEED caller must stay local with
require-files: true, and the Scorecard copy must keep its SARIF upload, itscontinue-on-error: truereconciler and its final fail-the-run step. Seven new mutations prove each check can fail (deed-remote,scorecard-remote,cross-owner-reusable,deed-source-sha,scorecard-source-sha,scorecard-no-upload,scorecard-quiet-reconcile). The stale-owner check was narrowed touses:/repository:fields, so a comment may still explain the transfer — the previous version flagged the new DEED header.Validation
All eleven workflow files parse as YAML; the two new copies' embedded shell was extracted and passed
bash -n; the linter (1-formats/deed/tools/deed_lint.js, 20 KB) and the reconciler (10 KB) were confirmed to exist at their pinned commits; this repository has exactly one.deedfile for the lane to lint.The real test is this PR's own
Governance (fork)run — it goes fromstartup_failure/0 jobs to four jobs (Advisory scan contract,DEED syntax / lint,K9 conformance,Hypatia verdict grid). Scorecard cannot be exercised from a pull request (push/schedule/dispatch only, by design), so its first run is the next push tomain; its YAML and its guards are contract-checked in the meantime.Scope
ossf/scorecard-actionand every action SHA are the same commits as before. No new code is trusted.metadatastician) — not because these two lanes need it now, but because it makes the next transfer a non-event. The copies can then be dropped in favour of the remote again, and the contract will not object to either arrangement.Contribution checks
