fix(ci): re-pin standards reusables and repair actions.lock - #439
Conversation
GitHub now enforces the actions lockfile for reusable-workflow callers. The lock had no record for hyperpolymath/standards, so every caller failed at startup with "invalid lockfile pin". Moves the six standards pins (governance, hypatia-scan, mirror, scorecard, secret-scanner, spark-theatre-gate) from 571cc734 to 75bd5994 and regenerates the lock with the estate repair chain (relock-sha-keys, complete-job-refs with the standards#1294 case fix, close-lock, prune-stale). The job-level refs to slsa-framework/slsa-github-generator and hyperpolymath/panic-attack are now listed under their workflows, but close-lock could not write their records here (it needs GitHub API reads of those repositories); see the PR. With the lock repaired, the standards reusables run here for the first time since lockfile enforcement began. These failures were hidden on main until now. None of them is in this PR's diff:
I have no means to re-run checks here. A re-run would fail the same way until these fixes land. Generated by Claude Code |

Add records for the newly listed workflow dependencies
Checked generator-generic-ossf-slsa3-publish.yml and security-scan.yml: this patch adds their slsa-framework/slsa-github-generator@f7dd8c54… and hyperpolymath/panic-attack@b689a74d… pins to workflows, but neither key has a corresponding entry in dependencies. With Require lockfile enabled, every dependency of an onboarded workflow must be present, so these release-provenance and security-scan workflows remain startup-blocked and gh actions-lock --verify-local should report incomplete coverage. Add the fully resolved records, or leave these workflows out of the lockfile until they can be resolved; see GitHub's workflow dependency lockfile requirements.

Agreed, and this is already called out in the PR body. Both refs were already dangling on main; the lock just didn't list them under their workflows. Their records need the numeric owner and repo IDs and the nested refs' commits. Only the GitHub API serves those, and this session has git-only access to both repositories. I won't write records I can't resolve.
Closing them is a mechanical follow-up for anyone with an authenticated gh: close-lock.sh, then prune-stale.sh. Until then those two workflows stay blocked at startup, as they already are on main. Leaving this thread open until that's done.

Pin governance past the nested-workspace fix
When this repository's Governance workflow runs, the new reusable always executes the JS-runtimes provisioning job, checks standards out beneath this repository, and runs cargo install on its tools/js-runtimes crate. Echidna has a root Cargo workspace, so at this pinned revision Cargo walks up to the caller workspace and exits 101 because the nested package is not a workspace member; standards PR #1296 documents and reproduces this specifically for echidna. Because the job is unconditional, every Governance run remains red even when the lockfile is repaired; pin to a standards revision containing the standalone-workspace fix or guard the job.

Right: that is hyperpolymath/standards#1296, which I opened for exactly this. The pin can only move once #1296 merges, because the reusable has to be pinned to a commit on standards. I'll move it in this PR then. The other jobs in the governance run are unaffected.

… declare At 75bd5994 the secret-scanner, scorecard and codeql reusables declare no workflow_call secrets, mirror declares seven optional forge keys, and hypatia-scan declares only HYPATIA_SCAN_PAT. `secrets: inherit` forwarded every repository and organisation secret regardless. Drop it where nothing is declared, map the declared keys explicitly elsewhere, and grant the scorecard caller `actions: read`, which the reusable needs for the Packaging check and cannot raise itself. Summary
GitHub now enforces the actions lockfile for reusable-workflow callers. This repo's
actions.lockhad no record forhyperpolymath/standards, so every standards caller failed at startup with "invalid lockfile pin". The local gates pass on the broken main, so they cannot see this failure mode. CI on this PR is the proof. This is the same repair as hyperpolymath/proof-burrower#116, where every reusable caller went green, and hyperpolymath/echidnabot#185.

These two refs were already dangling on main. The lock now lists them under their workflows, but

This session has git-only access to them, and I did not invent records. Expect those two workflows to keep failing until someone with API access closes them. Withghauthenticated, runGH_BIN=gh bash scripts/close-lock.shfrom the repo root using standards' scripts, thenprune-stale.sh. That is a mechanical follow-up commit on this branch. The "JS runtimes" job inside the governance reusable also stays red until hyperpolymath/standards#1296 merges and the pin moves past it. That job fails on a nested Cargo workspace, a separate bug.
