feat(report-back): fleet members report back to the Hypatia verdict grid - #626
Every gitbot-fleet row on every pull-request verdict grid reads 🟠 "enrolled, but no report-back was received". The grid (standards docs/VERDICT-GRID-SPEC.adoc) gives each member enrolled in .gitbot-fleet/enrolment.json a row and expects a .gitbot-fleet/report-backs/<member>.json envelope at render time. Nothing in the estate produced one. Measured on hyperpolymath/metamanifold-webui#295: seven enrolled members, seven silent rows. The fleet was offering nothing.
What
A thin driver over the adapters' existing local-directory JSON modes, plus the workflow that packages it.
scripts/fleet-report-back.sh — reads the manifest, runs each enrolled member (rhodibot canon --path, panicbot scan, seambot check, finishing-bot audit, glambot audit, accessibilitybot fleet, cipherbot scan), writes one envelope per member with repository-relative paths. Missing/crashed/timed-out adapter → error with reason. echidnabot (no local mode without an ECHIDNA engine) and the reserved sustainabot slot → not_run with reason. Never writes not_applicable; never writes into the scanned tree.
scripts/fleet-report-back-build.sh — builds only the enrolled crates (--locked) and panic-attack at the SHA the standards Hypatia lane pins. A crate that fails to build is a warning and an error row, never a dead run.
.github/workflows/fleet-report-back-reusable.yml — workflow_call, contents: read, uploads the fleet-report-backs artifact for the Hypatia lane to download before rendering.
.github/workflows/fleet-report-back.yml — dogfood: runs the reusable on this repo's PRs, renders the envelopes with the real standards renderer, fails if any enrolled member is still silent.
tests/fleet-report-back-test.sh — 48 checks over stubs carrying the live adapters' JSON shapes + renderer round-trip (wired into e2e.yml).
.gitbot-fleet/enrolment.json for this repo; docs/REPORT-BACK.adoc (contract + adoption).
Evidence
Run locally against metamanifold-webui with the real binaries, rendered through standards/scripts/verdict-grid.sh at 9ae2387:
All fleet rows are advisory; none sets the lane state.
Stack
this PR (producer)
metadatastician/standards — Hypatia reusable gains report-backs-artifact + download step; canon's fork-governance.yml gets an inline fleet job pinned to this branch's SHA (bump to the merge SHA after this lands)
Pull requests can now display report-back results from enrolled fleet adapters in the Hypatia verdict grid.
Adapter results include findings and statuses; failures, timeouts, or missing output are reported as errors, while selected adapters may be marked not run.
Added tooling to configure fleet enrolment and connect report-backs to repository workflows.
Documentation
Added guidance on report-back formats, adapter requirements, repository setup, and rollout.
Every gitbot-fleet row on every pull-request grid read orange, "enrolled,
but no report-back was received", because nothing in the estate produced
the envelope the grid reads (measured on hyperpolymath/metamanifold-webui
PR 295: seven enrolled members, seven silent rows). The grid was honest;
the fleet was offering nothing.
This adds the producer, as a thin driver over the adapters' existing
local-directory JSON modes:
* scripts/fleet-report-back.sh reads .gitbot-fleet/enrolment.json, runs
each enrolled member (rhodibot canon, panicbot scan, seambot check,
finishing-bot audit, glambot audit, accessibilitybot fleet, cipherbot
scan), and writes one VERDICT-GRID-SPEC envelope per member with
repository-relative paths. A missing, crashed or timed-out adapter is
`error` with its reason; echidnabot (no local mode without an ECHIDNA
engine) and the reserved sustainabot slot are `not_run` with theirs.
The driver never writes not_applicable and never writes into the tree.
* scripts/fleet-report-back-build.sh builds only the enrolled crates and
panic-attack at the SHA the standards Hypatia lane pins; a crate that
fails to build is a warning and an error row, never a dead run.
* .github/workflows/fleet-report-back-reusable.yml (workflow_call,
contents: read) packages the two as the `fleet-report-backs` artifact
for the Hypatia lane to download before rendering.
* .github/workflows/fleet-report-back.yml dogfoods the reusable on this
repository's PRs and fails if the real standards renderer still reports
any enrolled member as silent.
* tests/fleet-report-back-test.sh: 48 checks over stubs carrying the live
adapters' JSON shapes, plus the renderer round-trip; wired into e2e.yml.
* .gitbot-fleet/enrolment.json states, with reasons, which members apply
to this repository; docs/REPORT-BACK.adoc documents the contract and
the adoption path (reusable, or inline where an Actions policy refuses
cross-owner reusables).
Verified locally against metamanifold-webui: all seven enrolled rows
leave orange through standards/scripts/verdict-grid.sh at 9ae2387.

The changes add scripts and workflows to select enrolled fleet reporters, build and run adapters, and publish report-back envelopes. A repository fixer adds enrolment and workflow wiring where supported. A triggered workflow downloads the artifact and renders reporter rows in a verdict grid.
The enrolment manifest records reporter selection. The driver runs supported adapters and writes JSON envelopes and an optional Markdown summary. The build helper builds adapter crates and can install panic-attack. Tests cover selection, output translation, build behavior, and failures.
Reusable workflow and adapter builds .github/workflows/fleet-report-back-reusable.yml, scripts/lib/fleet-job.*.yml
The reusable workflow checks out the pull-request head and pinned fleet source, plans and builds selected adapters, runs the driver, and uploads report-back envelopes. The job templates provide reusable-workflow and inline integration options.
Enrolment and workflow onboarding scripts/fix-fleet-enrolment.sh, scripts/fix-script-registry.json, tests/fix-fleet-enrolment-test.sh, docs/REPORT-BACK.adoc, ROADMAP.adoc, .github/workflows/e2e.yml
The fixer creates missing enrolment and report-back files, inserts and wires a fleet job where supported, and checks Hypatia artifact wiring. The registry maps fixer categories and recipes to the script. Tests cover edits and verification outcomes. Documentation describes adoption and rollout.
Workflow triggers and verdict-grid rendering .github/workflows/fleet-report-back.yml, .gitbot-fleet/report-backs/README.md, README.adoc, tests/fleet-report-back-test.sh
The triggered workflow calls the reusable producer, downloads its artifact, and renders the grid with a pinned renderer. The report-backs README documents artifact placement and missing-envelope rendering. The driver tests include an optional renderer round trip.

… ref; GitHub-owned pins only
Three defects from the first live runs of gitbot-fleet#626:
* The driver died with "jq: Argument list too long" on panicbot's 146
findings: the findings array was passed to jq through argv. It now goes
through a file (--slurpfile); a 6000-finding regression test is added.
* CodeQL raised three actions/cache-poisoning alerts: the reusable let the
caller choose `fleet-ref`, i.e. run code of an arbitrary commit with a
cache the default branch shares. The input is removed; the fleet commit
is always `job.workflow_sha`, the immutable pin in the caller's `uses:`.
* metamanifold-webui's Governance run died at plan time with zero jobs:
the reusable used tag-pinned third-party actions (dtolnay/rust-toolchain,
Swatinem/rust-cache) that a stricter Actions policy refuses. Rust now
comes from the runner image and the cache is actions/cache; every action
in both fleet workflows is GitHub-owned and SHA-pinned. actions.lock
gains the download-artifact SHA record and stays transitively closed.
SonarCloud also flags six `[ ... ]` test lines as a security-rating issue;
the rule text is not reachable from the authoring environment and is left
for review on the PR.

…report-back producer (#263)
## Summary
Every repository instantiated from this template inherits a Hypatia
verdict grid whose gitbot-fleet rows can only read 🟠 *"enrolled, but no
report-back was received"*, because nothing in the estate produced the
envelopes the grid reads. The producer now exists in
[hyperpolymath/gitbot-fleet#626](hyperpolymath/gitbot-fleet#626);
this PR makes the template carry its adoption so new repositories start
wired. Guide: standards `3-practice/fork-governance/ADOPTION.adoc` §8
(in the companion standards change).
## Changes
- `.gitbot-fleet/enrolment.json`: template defaults enrol rhodibot,
finishingbot and glambot (true of every estate repository); every other
member is `enrolled: false` with a reason that says when to flip it.
`.gitbot-fleet/report-backs/README.md` explains that the directory stays
empty in git: envelopes are per-run evidence, never committed.
- `.github/workflows/fork-governance.yml`: an inline `fleet` job
(checkout `hyperpolymath/gitbot-fleet` at `FLEET_REF`, build only the
enrolled adapters with rust-cache, run `scripts/fleet-report-back.sh`,
upload the `fleet-report-backs` artifact). Inline rather than `uses:`
because a repository made from this template may live under an owner
whose Actions policy refuses a cross-owner reusable at plan time (zero
jobs, no error line). The `verdict` job downloads the artifact and lists
each member's status in the step summary, so the evidence is visible
here before the repository adopts the standards Hypatia reusable that
renders it into the grid. The fleet result is reported, not gated.
- `.github/workflows/actions.lock`: entries for the new steps plus
dependency records for `dtolnay/rust-toolchain` and
`swatinem/rust-cache`; `scripts/check-lock-sync.sh` passes (transitively
closed).
## RSR Quality Checklist
### Required
- [x] Tests pass (`scripts/check-lock-sync.sh`; the workflow itself
first runs on this PR)
- [x] Code is formatted
- [x] Linter is clean
- [x] No banned language patterns
- [x] No `unsafe` blocks without `// SAFETY:` comments
- [x] No banned functions
- [x] SPDX license headers present on all new/modified source files
- [x] No secrets, credentials, or `.env` files included
### As Applicable
- [ ] Repo deed `(status)` / `(maturity)` updated — not changed; a
`(fleet :enrolment … :report-backs …)` clause like metamanifold-webui's
deed carries is left for a follow-up pending a check that the deed
grammar admits it
- [ ] `docs/status/ROADMAP.adoc` updated — not changed
- [x] Documentation updated for user-facing changes
(`.gitbot-fleet/report-backs/README.md`, workflow header)
- [ ] `TOPOLOGY.md` — unchanged
- [ ] `CHANGELOG` — regenerated from commits
- [x] New dependencies reviewed for license compatibility
(dtolnay/rust-toolchain MIT, Swatinem/rust-cache MIT; both already used
in the estate)
Depends on gitbot-fleet#626 for `FLEET_REF` to exist on a branch; bump
the pin to the merge commit once it lands.

Every .json the estate writes is I-JSON serialised by JCS with one final LF
(standards 3-practice/JSON-POLICY.adoc); the pretty-printed manifest was
not, and the template repository's JCS gate caught the same shape there.

…port rhodibot's found path
Review findings on #626 (Codex, CodeRabbit):
* The reusable checked gitbot-fleet out at .fleet-src under the caller's
tree and then ran the adapters on `--repo .`, so walk-based adapters
(glambot, finishing-bot, cipherbot) scanned the fleet's own source and
attributed its findings to the caller. The checkout is now moved to
RUNNER_TEMP before anything reads the tree; the cache key takes the
lockfile hash first, since hashFiles() only sees the workspace.
* rhodibot's relocated and deprecated findings named the canonical path
instead of the path where the file was found, so the grid's delta scope
could not match them to the PR diff. They now carry the found path;
missing files keep the canon's path. Test added.
* docs/REPORT-BACK.adoc no longer describes the standards reusable's
`report-backs-artifact` input as available at a pinned revision: the
standards change is prepared, not merged, and fork-local copies are the
only consumer today.

…to existing repositories
Owner decision 2026-10-27: new repositories inherit the enrolment manifest
and fleet job from rsr-template-repo; existing repositories get them from a
fix script that rides each repository's standards pin-propagation PR.
scripts/fix-fleet-enrolment.sh writes .gitbot-fleet/enrolment.json (only when
absent; every-repo members enrolled, tree-dependent members enrolled from
what the tree shows, otherwise the observation as the reason), the
report-backs README, and a fleet job before hypatia in fork-governance.yml:
the reusable call under the hyperpolymath owner, the inline steps elsewhere
(scripts/lib/fleet-job.{reusable,inline}.yml; the inline template is held
step for step with the reusable by the test). hypatia gains needs: [fleet]
and, when it had no if:, the !cancelled() guard. The pin is FLEET_REF or this
checkout's origin/main, never a feature-branch HEAD.
It never edits actions.lock or a standards pin, and it exits 3 — not a clean
success — until the pinned Hypatia reusable takes report-backs-artifact, so
an artifact no lane reads is never reported as wired. Registered as
recipe-add-fleet-enrolment / MissingFleetEnrolment; 53-check fixture test
wired into e2e.yml; REPORT-BACK.adoc §6 documents the rollout.

Four red checks on this PR are not this PR's.governance.yml, hypatia-scan.yml, scorecard.yml and secret-scanner.yml fail at startup with zero jobs (created and updated in the same second) on every head of this branch, and identically on main at 58202a3, efffd2d and aed110a (the three most recent pushes), so the cause predates this branch. None of the four files is in this diff. All four call a hyperpolymath/standards reusable at 75bd5994; that commit exists on the remote and scripts/lib/stale-reusable-pins.tsv records it as the first clean commit, so this is not the known dead-pin window either. A zero-job failure leaves no job log to read through the API; the Actions UI run page will carry the parse-time or policy error. I know of no fix PR for it yet, and the fix is outside this PR's scope. The checks this PR does own (Fleet report-backs dogfood, e2e, Rust, Lock Sync Gate, Repo Integrity Guard, CodeQL) are green or running on 4a55497.
…m to the grid (#296)
## Change and reason
The Hypatia verdict grid on every PR here lists seven enrolled
gitbot-fleet members, all 🟠 *"enrolled, but no report-back was
received"* (see the comment on #295). Nothing in the estate produced the
envelopes the grid reads. The producer now exists in
[hyperpolymath/gitbot-fleet#626](hyperpolymath/gitbot-fleet#626);
this PR wires it into the fork's governance lane.
- `hypatia-scan.yml`: a `fleet` job calling gitbot-fleet's
`fleet-report-back-reusable.yml` at an immutable commit (same owner, so
this repository's Actions policy allows it). `hypatia` now needs both
the contract and the fleet job, runs under `always()` so a dead fleet
job renders as orange rows rather than a missing lane, and still never
runs after a failed contract.
- `hypatia-scan-reusable.yml` (fork-local): **fork delta 4**, the
`report-backs-artifact` input and a tolerant download step that places
the envelopes in `.gitbot-fleet/report-backs/` before "Render the
verdict grid". Upstream standards carries the same change after this
copy's source pin (01c9b0c9); the header records this.
- `scripts/check-governance-contract.sh` guards the wiring: producer
pinned to a 40-hex gitbot-fleet commit, `hypatia` needs
`[workflow-contract, fleet]`, download step present,
`continue-on-error`, and ordered before the render step.
- `.gitbot-fleet/report-backs/README.md` explains how the files arrive
and that none is ever committed.
## Validation
Run locally on this tree (commit 07fe804) with the real adapter binaries
built from gitbot-fleet 68858e09 and rendered through standards
`scripts/verdict-grid.sh` at 9ae2387:

| finishingbot | 🟠 indeterminate | 🔴 high (14) |
| accessibilitybot | 🟠 indeterminate | 🔴 high (113) |
| glambot | 🟠 indeterminate | 🟡 medium (5) |
All fleet rows are advisory; none sets the lane state.
```
bash scripts/check-governance-contract.sh # governance contract: all 90 checks passed
bash scripts/tests/test-governance-contract.sh # 32 mutations rejected, incl. 5 new fleet-* mutations
```
Not run: the workflows themselves (this PR's own CI is the first live
run). `actionlint` was not available in the authoring environment; YAML
was parse-checked with `yq`.
## Scope
- No change to upstream code or CI; fork-only files.
- Depends on gitbot-fleet#626 for the pinned commit to exist on a
branch; bump the pin to the merge commit once it lands (the contract
check only requires an immutable 40-hex SHA).
- No lockfile in this repository.
- Left out: the deed already declares `(fleet :enrolment … :report-backs
…)`; the enrolment manifest is unchanged.
## Contribution checks

… exact needs items in the fixer
Codex on #626, four findings on 4a55497:
- The reusable wrote the envelopes to report-backs/ inside the scanned
checkout, so each member's JSON was scanned by the walk-based adapters that
ran after it, and a tracked report-backs/ directory in the caller would have
leaked into the artifact. They now go to RUNNER_TEMP, as the inline job
already did, and the upload reads from there.
- fleet-report-back-build.sh runs the crates sequentially with a 900 s
timeout each, so a few stalled builds could spend the whole 45-minute job
before any envelope was written. A --build-budget (default 2400 s) now caps
every build's timeout by what is left and skips, with a warning, any crate
whose turn comes after it is spent; panic-attack is budgeted the same way.
Six tests.
- fix-fleet-enrolment.sh matched the existing needs list with \bfleet\b, so
needs: [fleet-scan] read as already wired. Items are now parsed and matched
exactly; test added.
- A job merely named fleet counted as the producer. It now has to call the
reusable or upload the fleet-report-backs artifact; otherwise the fixer
reports it as manual work and inserts nothing. Tests added.

Claude-Session: https://claude.ai/code/session_01J4QvDjqj5DHRRCrDiGeTmq
…ing needs a real download step
Codex on #626, three findings on 6344af5:
- scripts/fix-fleet-enrolment.sh was committed 100644; dispatch-runner.sh
requires -x on a registered fixer, so the recipe could never run. The
fixer and the two report-back scripts are now executable.
- The 45-minute job limit covered the 2400 s build budget but not the seven
adapters that may follow it at 300 s each; GNU timeout bounds each command,
not their sum. The reusable, the inline job template and the standards
copy now allow 85 minutes, with the arithmetic beside the number.
- The fixer called a lane wired when the string report-backs-artifact
appeared anywhere in it. It now requires both the input and a
download-artifact step, locally and at the pinned standards commit; the
tests' fake standards and fixture I carry the step, and the input alone is
checked to still read as unwired.

Claude-Session: https://claude.ai/code/session_01J4QvDjqj5DHRRCrDiGeTmq
…; fixer keeps modes and reads scalar needs
Codex on #626, four findings on bf5993a:
- A member name comes from the scanned repository's manifest and became a
tab-delimited plan field, an envelope file name and an adapter argument.
A key carrying a tab and a path could make the workflow's plan parser name
a crate inside the caller's tree and build it. The driver now drops, with a
warning, any member that is not a lowercase slug, before the plan, the run
or any file is written; the build helper refuses a crate name that is not a
directory name. Tests on both.
- --timeout 0 is "no limit" to GNU timeout; the driver now requires a
positive integer.
- The fixer replaced workflows by moving a mktemp file (mode 0600) over them;
it now uses pin_fixer_replace, which keeps the destination's mode and
owner. Test checks 0644 survives.
- The scalar form needs: fleet is recognised as wired, and needs: other
becomes [other, fleet] instead of the misleading block-list manual action.

…t; the fixer checks its pin carries the producer
CodeRabbit and Codex on #626, four findings on bf421a9:
- Valid JSON of the wrong shape ({} from an array adapter, [] from an object
adapter, a null findings array) was translated to an empty findings array
and recorded as ran. Every adapter program now opens with a shape guard
that turns such output into an error envelope naming the expected shape;
finishing-bot and glambot require a non-empty set of analyzers each with a
findings array. Tests for all three cases.
- A manifest title rode into jq as an argument, so a PR could make the exec
fail with Argument list too long; titles are now cut to 120 characters.
- adapter-timeout-seconds above 300 would let seven sequential scans outrun
the 85-minute job limit; the reusable caps the input at 300 (warning) and

- The fixer accepted any 40-hex FLEET_REF; it now refuses, changing nothing,
a commit that does not carry the reusable workflow and the driver, so a
checkout whose origin/main predates the producer cannot propagate a dead
pin. The tests pin HEAD and, where the history is deep enough, check the
refusal on the commit before the driver existed.

Why
Every gitbot-fleet row on every pull-request verdict grid reads 🟠 "enrolled, but no report-back was received". The grid (standards
docs/VERDICT-GRID-SPEC.adoc) gives each member enrolled in.gitbot-fleet/enrolment.jsona row and expects a.gitbot-fleet/report-backs/<member>.jsonenvelope at render time. Nothing in the estate produced one. Measured on hyperpolymath/metamanifold-webui#295: seven enrolled members, seven silent rows. The fleet was offering nothing. What
A thin driver over the adapters' existing local-directory JSON modes, plus the workflow that packages it.
scripts/fleet-report-back.sh— reads the manifest, runs each enrolled member (rhodibot canon --path,panicbot scan, seambot check,finishing-bot audit, glambot audit, accessibilitybot fleet, cipherbot scan), writes one envelope per member with repository-relative paths. Missing/crashed/timed-out adapter →errorwith reason. echidnabot (no local mode without an ECHIDNA engine) and the reserved sustainabot slot →not_runwith reason. Never writesnot_applicable; never writes into the scanned tree.scripts/fleet-report-back-build.sh— builds only the enrolled crates (--locked) and panic-attack at the SHA the standards Hypatia lane pins. A crate that fails to build is a warning and anerrorrow, never a dead run..github/workflows/fleet-report-back-reusable.yml—workflow_call,contents: read, uploads thefleet-report-backsartifact for the Hypatia lane to download before rendering..github/workflows/fleet-report-back.yml— dogfood: runs the reusable on this repo's PRs, renders the envelopes with the real standards renderer, fails if any enrolled member is still silent.tests/fleet-report-back-test.sh— 48 checks over stubs carrying the live adapters' JSON shapes + renderer round-trip (wired intoe2e.yml)..gitbot-fleet/enrolment.jsonfor this repo;docs/REPORT-BACK.adoc(contract + adoption).Evidence
Run locally against metamanifold-webui with the real binaries, rendered through
standards/scripts/verdict-grid.shat 9ae2387:All fleet rows are advisory; none sets the lane state.
