Summary

This PR adds the two things #3 asked for: a min-max (bottleneck) instance, and strict and lax morphism records with the classifications between the existing instances.

It also gets the proofs checked in CI for the first time. proofs.yml called a scripts/check.sh that does not exist, so no CI run had ever checked them. The first CI run, on the pinned Agda 2.6.4.3, is green.

Closes #3

Ratchet-exception: .machine_readable/root-allow.txt — resource-algebra.agda-lib is Agda's library manifest, which Agda discovers at the library root; it cannot move

Changes

Algebra (my commit d0b9121)

  • Instances/MinMax.agda: ⊕ = min, ⊗ = max (_⊔g_, with inf absorbing), 𝟘 = inf, 𝟙 = fin 0, on the Loss carrier. Dioid, ordered and annihilating. PROVEN (N-1).
  • Morphism.agda defines Hom and LaxHom, with identities, composition and lax. The classifications:
  • Separation.agda S-4: a bottleneck is not a sum (TESTED).
  • proofs.yml now runs scripts/check-agda.sh, using the locked actions/checkout@v7.0.1, and has an actions.lock key. That clears the Lock Sync Gate on main.

Commits CodeRabbit pushed (you ticked its Finishing-Touches boxes)

  • 6c61289 drops my CLAUDE.md "asking the owner" section, which it rated out of scope. The preference is still saved at user level.
  • 5eb1c55 replaces the template identity (deed renamed to resource-algebra_chora.deed, CODEOWNERS, map, roadmap). Estate Rules and Canon lockstep now pass.
  • ae71186 adds unit tests in tests/unit/ and three more rejection fixtures.
  • 4859893 adds a citation message and fixes the deed name in the warmup doc.

I checked all of them locally. The unit tests typecheck, and each new fixture is refused for its intended reason (3 != 5, inf != fin 3, … != bot).

Follow-ups to those (my commits 7bbe094, 19e911a and 4c9351d)

  • CodeRabbit's merge-risk note was right. The gate accepted any refusal at an invalid declaration. Every fixture now has an -- EXPECT: <regex> line, and check-agda.sh fails a refusal that doesn't match it. As a control, changing MinMaxIsLoss's EXPECT to m \* n gives ERROR: MinMaxIsLoss was refused, but not with: ….
  • The unit tests weren't run by CI, since check-agda.sh only checked All.agda. The gate now also typechecks tests/unit/AllTests.agda.
  • The proof ledger moved to docs/status/PROOF-STATUS.adoc.
    • That is the template's home for it, and just already read docs/status/ first, where it found only the unfilled template stub.
    • The root allowlist drops the PROOF-STATUS.adoc line CodeRabbit added.
    • It keeps the .agda-lib line, since Agda requires that file at the root. That is the one ledger growth, declared above for the exemption ratchet.

Testing

PASS: unit tests (tests/unit/AllTests.agda)
PASS: rejected … (8 fixtures, each with its EXPECT message)
PASS: core proofs, unit tests and all 8 expected rejections
PASS: root matches allowlist (46 entries; 36 required, 16 optional)
actions.lock is in sync and transitively closed

CI on 5eb1c55: Core proofs and expected rejections ✅, actions.lock is in sync ✅, estate-rules ✅.

Still red, and not this PR's:

  • governance / Actions lockfile verify: red on main too (run 38483234534). Governance is pinned at da2c748, and its unpinned gh-actions-lock v0.2.0 calls the job-level reusable entries "stale". The fix belongs to that governance pin, not to this repo.
  • openssf-compliance and call-estate-audit: red on main too; CodeRabbit's CI pass skipped both for that reason.

Adds the min-max (bottleneck) instance on the Loss carrier and a Morphism
module with strict (Hom) and lax (LaxHom) maps, identities and
composition, and the classifications resource-algebra#3 asked for:

- peak : HWM -> MaxPlus is lax; no strict map leaves HWM for any algebra
  with 0 /= 1.
- Loss -> MaxPlus has exactly two strict maps (zero-test, support).
- MaxPlus -> Loss has exactly one (support'). The issue sketch called this
  direction "symmetric"; it is not.
- The identity on the carrier is lax Loss -> MinMax.

Separation S-4 (a bottleneck is not a sum) and two expected rejections
(MinMaxIsLoss, PeakIsStrict) are the negative controls.

Also fixes proofs.yml, which called a scripts/check.sh that does not exist
(so CI had never checked the proofs) and had no actions.lock key (Lock Sync
Gate red on main). It now runs scripts/check-agda.sh with the locked
actions/checkout@v7.0.1.

📝 Walkthrough

Adds a Loss-carrier MinMax resource algebra, strict and lax morphisms with classifications, and proofs that distinguish MinMax from Loss. Updates exports, rejection tests, proof-check workflow, and project documentation.

Changes: Algebra and Morphisms

Layer / File(s) Summary
MinMax algebra and supporting lemmas
src/ResourceAlgebra/Prelude.agda, src/ResourceAlgebra/Instances/MinMax.agda
Adds natural-number lemmas and the MinMax instance, where finite grades combine by maximum and infinity absorbs sequence.
Strict and lax morphism contracts
src/ResourceAlgebra/Morphism.agda
Defines Hom and LaxHom, identity and composition operations, and the lax peak map. Proves that strict maps from HWM to MaxPlus or Loss do not exist.
Strict morphism classifications
src/ResourceAlgebra/Morphism.agda
Classifies strict maps between Loss and MaxPlus and defines the lax Loss-to-MinMax map.
Separation examples and rejection tests
src/ResourceAlgebra/Separation.agda, tests/reject/*
Proves the different Loss and MinMax results for sequencing grades 2 and 3. Adds rejection tests for equating the instances and treating peak as strict.
Exports, proof workflow, and documentation
src/ResourceAlgebra/All.agda, .github/workflows/proofs.yml, README.adoc, PROOF-STATUS.adoc, CHANGELOG.adoc
Exports the new modules, changes the workflow to run scripts/check-agda.sh, and updates the project documentation and proof status.

Before / after behavior

  • observed — Modified behavior in CHANGELOG.adoc: Adds the 2026-10-14 changelog entry describing MinMax, morphisms, separation and expected-rejection cases, plus the proof-check command and workflow lock updates.
  • observed — Modified behavior in CLAUDE.md: Added the “Asking the owner” guidance: use AskUserQuestion rather than appending decision questions to a report; ask up to four per call, put the recommended concrete option first, and explain what each option would cause.
  • observed — Modified behavior in PROOF-STATUS.adoc: The revision date changes from 2026-10-12 to 2026-10-14.
  • observed — Modified behavior in PROOF-STATUS.adoc: The build invariant now attributes proof checking to just check-agda and records five expected rejection cases, adding failures for max m n != m + n and max p₁ (n₁ + p₂) != p₁ + p₂. It says CI runs scripts/check-agda.sh, while the previously named scripts/check.sh did not exist, and records the first green CI run on Agda 2.6.4.3 as the evidence moving the status from local Agda 2.6.3 to CI.

Require the rejection at the invalid definition.

check-agda.sh accepts any diagnostic from the fixture's file that contains when checking that. An earlier type error can therefore pass the check before Agda evaluates either invalid = refl definition. Require the diagnostic location to match the fixture's invalid definition line.

…unit tests

CodeRabbit's merge-risk note on this PR: the gate accepted any refusal
at an invalid declaration, so a fixture failing for an unintended
reason would still pass. Each tests/reject/*.agda now carries an
`-- EXPECT: <regex>` line, and check-agda.sh fails a refusal that does
not match it. Control: changing MinMaxIsLoss's EXPECT to `m \* n` makes
the gate exit 1 ("refused, but not with").

The unit tests CodeRabbit added in tests/unit/ were not run by CI
(check-agda.sh checked only All.agda); the gate now typechecks
tests/unit/AllTests.agda too. PROOF-STATUS, README and CHANGELOG
updated for the eight rejections.

CodeRabbit's CI fix (5eb1c55) allowlisted PROOF-STATUS.adoc and
resource-algebra.agda-lib at the root, which grew the root allowlist and
failed the exemption ratchet. The root allowlist's own header says the
April cleanup moved PROOF-* files into docs/, and docs/status/ is where
the template keeps it. The file there was the unfilled template stub
({{PROJECT}}, counts for nothing in this repo), and build/just/proofs.just
reads docs/status/ first, so `just` showed the stub, not the ledger.

The real ledger replaces the stub, README links follow it, and the root
allowlist drops the PROOF-STATUS line. The .agda-lib line stays: Agda
finds a library's .agda-lib at the library root.

Ratchet-exception: .machine_readable/root-allow.txt — resource-algebra.agda-lib is Agda's library manifest, which Agda discovers at the library root; it cannot move

…y; standards re-pin (#237)

## Summary

Root-cause fixes for the estate checks that were red on
[resource-algebra#4](hyperpolymath/resource-algebra#4).
That repo was created with GitHub's "use this template" from `df09a6c`
and never minted. Minting it
([resource-algebra#6](hyperpolymath/resource-algebra#6))
exposed defects in this template's mint recipe, and showed that every
child inherits a broken standards pin from here. These are fixed at
source so new repos don't inherit them.

## Changes

- **`fix(repo-init)`**: six recipe defects, each exercised by real
mints.
- `RSR_NON_INTERACTIVE` stubbed `read` for the whole recipe. Unanswered
prompts then died under `set -u`, and the substitution loops never
ended. Prompts now go through `ask`, which reads the environment.
Service name, port and registry now honour their environment variables
too.
- The token pass rewrote `just`'s own interpolation of `project` in
Justfile and `*.just`. `just` files are now skipped by that pass.
- CLAUDE.md and the repository map were left describing the template.
Both are now regenerated from the child's deed and tree.
- The self-name pass rewrote the deed's `reject-if-contains` detector
into the child's own name.
- A blank OpenSSF id deleted a table cell in
`TEMPLATE-STANDARDS-AUDIT.adoc`, breaking the render gate.
- `identity.deed.in` gains `:pipeline-position` and `:chain` as
`UNASSIGNED`.
- **`test(repo-init)`**: `tests/workflows/non_interactive_mint_test.sh`,
wired into Estate Rules with a checksum-verified `just` 1.43.0. No
workflow ran `repo-init` before; `tests/e2e` runs nowhere in CI.
- **`docs`**: four documents told agents never to use
`RSR_NON_INTERACTIVE`. They now describe the working
environment-variable path. The guide's prompt table gains the missing
ORCID row and a variable column.
- **`docs(arrival-pack)`**: the owner's "Asking the owner" rule joins
the estate-common block, per the owner's ruling of 2026-10-14.
- **`fix(ci)`**: the six standards reusables re-pinned from `da2c748` to
standards main `ae36881`, with `actions.lock` re-keyed and closed. At
`da2c748` the governance reusable installs `gh-actions-lock` unpinned,
and v0.2.0 fails every caller on `sha-as-ref`. Standards main pins
v0.1.6 and treats `sha-as-ref` as advisory.
- **`fix(archetypes)`**: the julia-library lock fragment moves to format
v0.0.3.
[#236](#236)
moved the spine lock to v0.0.3, so `archetype_lock_merge_test.sh` fails
on `main` and Julia mints stop at the merge.
- **`docs(changelog)`**.

## RSR Quality Checklist

### Required

- [x] Tests pass: every Estate Rules step and the key gates run locally
on this tree (below)
- [x] No banned language patterns
- [x] SPDX license headers present on all new files
- [x] No secrets, credentials, or `.env` files included

### As Applicable

- [x] Documentation updated
- [x] `CHANGELOG` updated under [Unreleased] / Fixed

## Testing

- **Template mode.** All Estate Rules steps pass on this tree, including
the new test. `archetype_lock_merge_test.sh` fails on `main` without the
fragment fix; it was reproduced on `e2c87e6`. Placeholders, root shape,
render, lock sync (repo and standards main) and the arrival-pack check
all pass.
- **The new test, watched failing.** On the old recipe it fails twice
over: the `read()` shim, and "PROJECT_NAME: unbound variable". It passes
on the new recipe with `just` 1.43.0.
- **A full non-interactive mint of this tree** with only the five
required answers (`mint-check`) exits 0. The minted child passes
placeholders, root shape, render (158 files), arrival pack and map
freshness. It has no underscored names in `just` files and keeps its
detector.
- **resource-algebra** was minted with the same recipe. There, all 18
Estate Rules steps and all 26 Central Estate Audit gates (cicd-suite
`0da816c`) pass locally.

Not verifiable locally: the governance reusable's `gh actions-lock
--verify-local` half. CI is the evidence for it.

## Not fixed here

- `scripts/gen-repo-map.sh` breaks on an apostrophe in a
`root-allow.txt` comment (`xargs: unmatched single quote`).
- `docs/AI_INSTALLATION_GUIDE.adoc` and the README tail are written for
the template, and a minted child keeps them verbatim.

hyperpolymath pushed a commit that referenced this pull request Oct 14, 2026
#4 merged with five more commits that overlap this branch, and #5 bumped
actions. Resolved in favour of the owner-merged content, keeping what
main does not yet carry (the mint itself: 87 placeholder files, the
template-only paths, provenance):

- check-agda.sh: both hardenings. main's `-- EXPECT:` message check and
  unit-test run, and this branch's rule that the first error must land
  inside `invalid`. All 8 fixtures, including main's three new ones, pass
  both on Agda 2.6.3; the unit tests pass.
- Deed: clade fv (the owner's answer) and this branch's provenance,
  variant and rsr-profile; main's phase `active`, ecosystem
  (library, kernel, chain), anchor kind/domain and unique strength.
  `:coordination standards` restored (main's ecosystem dropped it).
- PROOF-STATUS, CITATION message, CODEOWNERS comment, allowlist lines:
  main's. The duplicate .agda-lib allowlist entry is dropped.
- ROADMAP: the minted stub. main's file was still the template's own
  journal ("A repo minted from the template does not inherit it").
- actions.lock: main's upload-artifact v7.0.2 plus the cf430e0 record
  the standards@ae36881 record needs.
- CLAUDE.md and the repository map regenerated from the merged tree.
  main removed #4's hand-appended "Asking the owner" section (6c61289);
  the rule stays only in the generated estate-common block, per the
  owner's ruling that it is estate doctrine.

Verified on the merged tree: Estate Rules 18/18 steps, all 26 Central
Estate Audit gates (cicd-suite 0da816c), the placeholder gate, both
lock-sync gates, the arrival-pack check, and scripts/check-agda.sh.

… (#6)

## Summary

**Stacked on
[#4](#4 This
branch starts at #4's head, so until #4 merges its diff includes #4's
commit. Merge #4 first and this PR shrinks to its own eleven commits.

The five checks red on #4 were all red on `main` too. Four had one root
cause: the repo was created with GitHub's "use this template" from
rsr-template-repo `df09a6c` (its first commit carries that commit's tree
byte for byte) and was never minted. It still declared itself the
template. Minting it exposed six defects in the template's own mint
recipe, fixed here and to be sent upstream.

| Check | Cause | Fix |
|---|---|---|
| OpenSSF Compliance | 87 files with unfilled `{{…}}` tokens | the mint
|
| Central Estate CI/CD Audit | CODEOWNERS and MAINTAINERS unfilled;
CITATION.cff missing `message` | the mint; CFF field |
| Dogfood Gate / Canon lockstep | no `resource-algebra_chora.deed` | the
mint renames the deed |
| Estate Rules | root `PROOF-STATUS.adoc`, `resource-algebra.agda-lib`;
README with two titles | root shape; README |
| Governance / Actions lockfile verify | standards pin `da2c748`
installs `gh-actions-lock` unpinned (v0.2.0) | re-pin to standards main,
close the lock |

It also fixes the CodeRabbit nit on #4 (`check-agda.sh`), and moves #4's
hand-written "Asking the owner" CLAUDE.md section into the generated
arrival pack, as the owner ruled.

## Changes

- **`fix(check-agda)`**: a rejection must land inside the fixture's
`invalid` definition. Negative controls: an earlier unrelated error and
a fixture with no `invalid` both passed the old script and fail the new
one.
- **`fix(repo-init)`** ×2, template defects found by minting:
- `RSR_NON_INTERACTIVE` shadowed `read`, so the automated mint crashed
at an unset variable or looped forever.
  - The token pass rewrote `just`'s own `{{project}}` interpolation.
  - CLAUDE.md and the repository map were left describing the template.
  - The self-name pass ate the deed's `reject-if-contains` detector.
  - A blank OpenSSF id deleted a table cell, breaking the render gate.
- **`chore: mint`**: unedited `just repo-init` output.
- **`fix(deed)`**: true template provenance, birth date 2026-10-12,
clade `fv` (owner's choice), and IS / IS-NOT taken from the README.
- **`docs(arrival-pack)`**: "Asking the owner" now sits in the
estate-common block.
- **`fix(estate-rules)`**: PROOF-STATUS moves to `docs/status/`; the
`.agda-lib` gets a justified allowlist entry; README template leftovers
go; the map is regenerated.
- **`fix(citation)`**: the CFF 1.2.0 `message` field.
- **`fix(ci)`**: the six standards reusables re-pinned to `ae36881` with
standards' own `propagate-workflow-pins.sh`; `actions.lock` re-keyed and
closed.
- **`docs(changelog)`**.

## Testing

Every step of the five failing workflows was run locally on this tree
with the CI-pinned tools (Agda 2.6.3 locally, Nickel 1.17.0, asciidoctor
2.0.26):

- Estate Rules: 18 of 18 steps pass. 16 of them had never run here,
because the job died at root shape.
- Central Estate Audit: 26 of 26 gates pass, run from
`cicd-suite@0da816c`. On `main` it stopped at gate 1.
- OpenSSF placeholder gate, Lock Sync (repo copy and standards main's
copy) and the canon lockstep comparison, using the gate's own readers:
pass.
- `actions.lock`: zero dangling edges.

Not verifiable locally: the governance reusable's `gh actions-lock
--verify-local` half, the deed and k9 ecosystem validators, and the RSR
oracle. CI is the evidence for those.

Open for the owner: register `resource-algebra` in gv-clade-index (the
owner's act). `docs/AI_INSTALLATION_GUIDE.adoc` is still the template's
text.

hyperpolymath added a commit to hyperpolymath/typed-wasm that referenced this pull request Oct 14, 2026
## Summary

This answers decision 1 from #271 ("MinMax has
no kernel instance. Should one be added upstream?"). The owner said add
it, and it is now upstream as hyperpolymath/resource-algebra#4, merged
at `0b338c9`. This PR transcribes it into the Idris2 grade kernel.
`Tropical.tropMax` becomes the kernel's MinMax sequence, which empties
the grade-kernel allowlist.

**Blocked on hyperpolymath/occupancy-types#11.** The kernel-proofs gate
checks occupancy-types against this repo's resource-algebra pin. At
`0b338c9`, occupancy-types' `Order.agda` clashes with four lemmas the
new Prelude adds (`Multiple definitions of ≤-+ˡ`). occupancy-types#11
fixes it at source. Until it merges, CI's `kernel-proofs` job is
expected to fail on that step alone. After the merge I'll move the
occupancy-types pin here to the merge commit.

## Changes

- **`ResourceAlgebra/MinMax.idr` (new)**, clause-for-clause from
`Instances/MinMax.agda`:
- `minMaxSeq` (Agda `_⊔g_`) on Loss's carrier, with Loss's alternatives
(`lossAlt`).
  - Monoid, dioid and annihilation laws.
- The instance and its layers are **named implementations** (`[minMax]`,
`[minMaxDioid]`, `[minMaxOrdered]`, `[minMaxAnnihilating]`). Idris2
resolves an interface by its carrier, and `ResourceAlgebra LossGrade` is
already Loss. Upstream shares the carrier on purpose (its lax morphism
`loss-bottleneck` is the identity).
- **`Tropical.idr`:** `tropMax = minMaxSeq`. Its existing proofs
(`tropMaxComm`, `tropMaxUpperL/R`, `hubCeiling`,
`Level11BottleneckProof`) go through unchanged.
- **Grade-kernel gate:**
  - `tools/grade-kernel.allow` is now empty.
- `check-grade-kernel.sh` expects exactly one min-max definition, in
`MinMax.idr`, and requires the file to exist.
- Negative control: restoring the old local `tropMax` fails the gate
(R2).
- **`Nat.idr`:** `minOfLTE`, `maxDistribLMin` and `maxDistribRMin`
(upstream `min-≤`, `max-distribˡ-min`, `max-distribʳ-min`).
- **`Separation.idr`:** S-4 `bottleneckIsNotSum`.
- **New reject `tests/reject/MinMaxIsLoss.idr`**, mirroring upstream's.
It is refused with `Can't solve constraint between: plus m n and maximum
m n`.
- **Transcription table:**
- the MinMax sequence is tabled on the Loss domain: 197 rows (was 172)
and 269 equalities, accepted by Agda against the pin and by Idris2
against the port;
  - the alternatives are Loss's own and already tabled;
  - a fourth wrong row (bottleneck read as a sum) is refused by both.
- **resource-algebra pin `cf9235c` → `0b338c9`:**
- Core, Loss, MaxPlus and HWM are byte-identical between the two pins.
Their headers cite the new pin and say so.
- The upstream check now reports `core proofs, unit tests and all 8
expected rejections`.
- **Docs and pins:**
- `LEVEL-STATUS`: kernel inventory row, Tropical row, Grade kernel
section, and a *Resolved 2026-10-14* note;
- `CONTRACT`, `ipkg`, `contract-gate.yml` comments, the reject and
transcription READMEs, and `CHANGELOG`;
  - six new names pinned in `regression.mjs`.

**No status row moves.** L11 stays draft, and `Level11BottleneckProof`'s
laws were already proved; only where its sequence is defined changed.
Upstream's strict and lax morphisms (`Morphism.agda`) are **not** ported
here.

## RSR Quality Checklist

### Required

## Testing

Run locally with occupancy-types at occupancy-types#11's head
(`6013483`):

```
tools/check-kernel-proofs.sh   OK: kernel proofs — build, 11 rejection(s), table, and 4 negative control row(s)
  PASS: upstream: PASS: core proofs, unit tests and all 8 expected rejections
  PASS: upstream occupancy-types: PASS: core proofs and all 2 expected rejections
  PASS: idris2 --build typed-wasm.ipkg: 33 module(s) built, 0 errors
  PASS: rejected MinMaxIsLoss at line 19 (Can.t solve constraint between: plus m n and maximum m n)
  PASS: explorer: the port reproduces ops.tsv (197 rows)
  PASS: Agda (pinned resource-algebra) accepts the table by refl: 269 equalities
  PASS: Idris2 (port) accepts the table by Refl: 269 equalities
  PASS: control: Agda refuses MinMax seq fin 2 fin 3 fin 5
  PASS: control: Idris2 refuses MinMax seq fin 2 fin 3 fin 5
tools/check-grade-kernel.sh    OK: one definition of min-plus (ResourceAlgebra/Loss.idr), one of max-plus (ResourceAlgebra/MaxPlus.idr) and one of min-max (ResourceAlgebra/MinMax.idr); no grade operation outside the kernel, no Nat min/max outside base
tools/check-grade-kernel.sh --self-test   8/8 seeded duplicates caught; 0 false positives
tools/check-contract.sh        OK: contract gate — I1 + I3 hold
node tests/proof/regression.mjs --strict   208 passed, 0 failed, 0 skipped
E2E_BUILD=0 bash tests/e2e.sh  E2E validation PASSED
```

With occupancy-types at its current pin (`af95728`), only one step
fails: `FAIL: upstream occupancy-types check failed at the pin`, caused
by the `Multiple definitions of ≤-+ˡ` clash above.

hyperpolymath added a commit to hyperpolymath/occupancy-types that referenced this pull request Oct 14, 2026
#11)

## Summary

**occupancy-types stops typechecking against resource-algebra's current
`main`.** hyperpolymath/resource-algebra#4 (`0b338c9`) added four ℕ
lemmas to `ResourceAlgebra.Prelude`: `≤-+ˡ`, `≤-+ʳ`, `+-monoˡ-≤` and
`max-lub`. `OccupancyTypes.Order` opens that Prelude and defines the
same four itself, so Agda refuses:

```
src/OccupancyTypes/Order.agda:17,1-5
Multiple definitions of ≤-+ˡ. Previous definition at
…/resource-algebra/src/ResourceAlgebra/Prelude.agda:206,1-5
```

This repo's own CI is still green, because it pins resource-algebra at
`b2c9f1f`. The break surfaced in hyperpolymath/typed-wasm's
kernel-proofs gate, which checks occupancy-types against typed-wasm's
own resource-algebra pin.

The four statements are identical up to bound-variable names. So the fix
is at source: the kernel's copies win, and this repo drops its own.

## Changes

- `src/OccupancyTypes/Order.agda`: removes `≤-+ˡ`, `≤-+ʳ`, `+-monoˡ-≤`
and `max-lub`. They now come from `ResourceAlgebra.Prelude`, through the
existing `open import`. A comment marks where they were.
- `scripts/fetch-siblings.sh`: resource-algebra `b2c9f1f` →
`0b338c9fc45cd04e7ee7d00b3855cd59d56a2afe`.
- `CHANGELOG.adoc`: a Changed entry.

No proof changes meaning. The rows in `PROOF-STATUS.adoc` don't move.

## RSR Quality Checklist

### Required

- [x] Code is formatted
- [x] Linter is clean
- [x] No banned language patterns
- [x] No `unsafe` blocks without `// SAFETY:` comments
- [x] No banned functions (no postulates; `--safe --without-K`
unchanged)
- [x] SPDX license headers present on all modified source files
- [x] No secrets, credentials, or `.env` files included

### As Applicable

- [x] `CHANGELOG` updated

## Testing

```
$ RESOURCE_ALGEBRA_SRC=<resource-algebra @ 0b338c9>/src bash scripts/check-agda.sh
PASS: rejected CostIsOccupancy at its invalid declaration
PASS: rejected DriftIsPeak at its invalid declaration
PASS: core proofs and all 2 expected rejections
```

Before the change, the same command against `0b338c9` fails with the
`Multiple definitions of ≤-+ˡ` error above (Agda 2.6.3).

Once this merges, typed-wasm can pin occupancy-types at the merge commit
and take resource-algebra's MinMax instance.

…in (#7)

## Summary

**This fixes `governance / Actions lockfile verify`, red on `main`.** It
is the follow-up promised in #4.

At `da2c748`, governance's lock gate had two problems:

- it checked out its scripts at a fixed helper pin (`874ffe5`);
- it installed gh-actions-lock unpinned.

Under v0.2.0, the verifier accepted each of the seven job-level reusable
refs as coverage ("Accepted reusable-workflow lock coverage …"). It
still failed, because v0.2.0 reports those refs as `stale` at `error`
severity, and that old verifier failed on any error-severity finding.
hyperpolymath/standards#1250 fixed this: the verifier decides by
category, gh-actions-lock is pinned to v0.2.0, and the gate runs at the
reusable's own commit (`job.workflow_sha`).

## Changes

- **Six workflows** move from `hyperpolymath/standards@da2c748` to
`@934b879f6068295e42dac20d80e010d555ebec82` (standards `main`):
governance, hypatia-scan, mirror, rust-ci, scorecard and secret-scanner.
- **`actions.lock`**, repaired with standards' own chain
(`complete-job-refs.sh` → `close-lock.sh` → orphan prune):
- The `hyperpolymath/standards` record is rewritten at the new pin. Its
`uses:` is the union over the called workflows.
- The new union adds four refs, each now with its own record:
`oven-sh/setup-bun` and `denoland/setup-deno` (from the js-runtimes jobs
that #1249 added to governance), plus `actions/upload-artifact@cf430e0`
and `dtolnay/rust-toolchain@e2a55d2`.
- The old `da2c748` record is removed, along with the three refs only it
named.
- The repair ran offline. `close-lock.sh`'s `GH_BIN` stub answered from
local git (standards and cicd-suite) and from ids already recorded in
estate locks. Where the stub can't answer, close-lock skips the ref
(exit 3) and writes no guessed record.
- **`CHANGELOG.adoc`**: an entry.

**What the new pin brings.** Governance at `934b879` includes the
js-runtimes jobs from standards#1249. This repo has no `package.json`,
so they pass with a notice (denominator 0).

## Testing

Run with the real gh-actions-lock v0.2.0 (`linux-amd64`, SHA-256
`79ec84c1…` as pinned in standards' `self-test.yml`) and mikefarah yq
v4.44.3:

| Gate scripts | Tree | Result |
|---|---|---|

`lockfile verification FAILED`, the same failure CI shows |
| standards `main` (`934b879`) | resource-algebra `main` | exit 0 |
| standards `main` (`934b879`) | this branch | exit 0: `Immutable direct
and transitive lockfile coverage verified.` |

```
./scripts/check-lock-sync.sh
  * every lockfile entry is still referenced
  * every ref named in the lockfile resolves to a dependencies: record (0 dangling edges)
  * every workflow file has a lockfile key (zero-uses: workflows included)
```

Still red on `main`, and not this PR's: `openssf-compliance` and
`call-estate-audit` (as noted on #4).

The mint's self-name pass turned rsr-template-repo#N, a reference to the
template's own issue, into resource-algebra#N: 24 references in 21 files,
mostly rsr-template-repo#209 (the deed-clause migration), also #53 and
#119. They pointed at issues of this repository that do not exist. Each
was restored against the template's own file at df09a6c, the commit this
repository was created from; only numbers that file cites were mapped
back. The four genuine references (resource-algebra#3, #4) are untouched.
Comments and prose only.

The recipe defect is fixed at source in rsr-template-repo#238.

## Summary

The template's mint rewrote `rsr-template-repo#N` (the template's own
issue) into `resource-algebra#N`. That happened 24 times in 21 files:
mostly `#209`, the deed-clause migration, plus `#53` and `#119`. Each
now points at an issue of this repository that does not exist. This PR
puts them back.

The recipe defect itself is fixed at source in
[rsr-template-repo#238](hyperpolymath/rsr-template-repo#238).

## Changes

- Each reference is restored against the template's own copy of the file
at `df09a6c`, the commit this repository was created from. Only numbers
that copy cites were mapped back.
- The genuine references (`resource-algebra#3`, `#4`, and the
CHANGELOG's own) are untouched.
- Only comments and prose change. The two lines in
`scripts/sweep-wellknown.sh` are its help text and the commit message it
writes, both naming the template's sweep issue #119.

## RSR Quality Checklist

### Required

- [x] Tests pass: no code paths change
- [x] No banned language patterns
- [x] SPDX license headers present on all new/modified source files
- [x] No secrets, credentials, or `.env` files included

## Testing

These pass on this tree, rebased on `cc2d321`:
- arrival-pack `verify.sh`;
- `check-lock-sync.sh`;
- `check-uuid-v8.sh --strict`;
- the render gate (162 files);
- repository-map freshness;
- `bash -n scripts/sweep-wellknown.sh`.
