ci: governance pin da2c748 → 934b879; close actions.lock at the new pin - #7
Conversation
At da2c748, governance's Actions lockfile verify ran gate scripts from a fixed helper pin (874ffe5) with an unpinned gh-actions-lock. Under v0.2.0 it failed on every job-level reusable ref, after accepting each as coverage. standards 934b879 runs the gate at its own commit with v0.2.0 pinned (standards#1250). Locally, with the real gh-actions-lock v0.2.0 (SHA-256 checked): - the da2c748-era gate fails resource-algebra main (exit 1), as CI does; - standards main's gate passes main and this change (exit 0). actions.lock: the standards record is rewritten at the new pin with its called workflows' uses: union (close-lock.sh); the four refs that union adds get records; the old record and the three refs only it named are pruned. check-lock-sync.sh: 0 dangling edges, every entry referenced. Grant actions: read to the Scorecard job.
Schedule and workflow_dispatch runs reach the non-PR Packaging check. The job-level permissions block replaces the workflow-level block, so the existing workflow-level grant does not apply. Without actions: read, the check can error.
This is pre-existing. The old pin used the same Scorecard action and omitted the same permission. The SHA update did not introduce the missing grant.

…lock test 68f026d added two tests that nothing ran. scorecard_permissions_test.sh checks something new: that the Scorecard calling job's own permissions map grants actions: read, with ten mutants rejected. It is now an Estate Rules step. actions_lock_pins_test.sh checks the same four SHA-keyed lock records as actions_lock_sha_refs_test.sh, which merged with #7, so it is not added. Locally, all three passed before the duplicate was removed. The CHANGELOG entry names both tests that remain. …s in Estate Rules (#9) ## Summary This is a follow-up to #7, which merged at `5d8b5c1`. It fixes two problems that merge left on `main`. **1. A changelog entry was lost.** `CHANGELOG.adoc` is missing the "2026-10-14 — minted, and the estate checks made green" entry. The merge of `main` into #7's branch (`497e37f`) resolved the conflict by keeping #7's entry in its place. #7's entry also describes the governance re-pin, but that re-pin had already landed in #8 (`9240142`). **2. Two tests run nowhere.** CodeRabbit added workflow tests on #7, and no workflow calls them. ## Changes - **`CHANGELOG.adoc`**: - The "minted" entry is back, unchanged. - The #7 entry now describes what #7 actually added: - the Scorecard calling job's `actions: read` grant; - the four SHA-keyed lock leaves that record their SHA as `ref`; - the tests that check both. It also notes that the re-pin came from #8. - **`.github/workflows/estate-rules.yml`** gains two steps next to the existing lock test: - `tests/workflows/actions_lock_sha_refs_test.sh` (merged in #7, unwired until now); - `tests/workflows/scorecard_permissions_test.sh` (CodeRabbit, `68f026d`, pushed after #7 merged). It checks that the job's own permissions map grants `actions: read`, with ten mutants rejected. - **Not added:** `tests/workflows/actions_lock_pins_test.sh` (also `68f026d`). It checks the same four lock records as `actions_lock_sha_refs_test.sh`. If you'd rather keep both, it is one `git revert` of the last commit's deletion. ## RSR Quality Checklist ### Required - [x] Tests pass (see Testing) - [x] Code is formatted - [x] Linter is clean - [x] No banned language patterns - [x] No `unsafe` blocks without `// SAFETY:` comments - [x] No banned functions - [x] SPDX license headers present on all new/modified source files (`scorecard_permissions_test.sh` carries MPL-2.0) - [x] No secrets, credentials, or `.env` files included ### As Applicable - [x] `CHANGELOG` or release notes updated ## Testing Run with mikefarah yq v4.44.3: ``` scripts/check-lock-sync.sh actions.lock is in sync and transitively closed tests/workflows/actions_lock_sha_refs_test.sh PASS: actions.lock SHA-ref regression controls (4 dependencies) tests/workflows/scorecard_permissions_test.sh PASS: Scorecard caller grants; 10 invalid permission controls rejected; equivalent YAML accepted tests/workflows/actions_lock_pins_test.sh PASS: 4 immutable action records; 24 invalid metadata controls rejected (before removal) yq . estate-rules.yml parses ``` 🤖 Generated with [Claude Code](https://claude.com/claude-code) https://claude.ai/code/session_01Y6FD63UrriRBHqmhhEca9t --- _Generated by [Claude Code](https://claude.ai/code/session_01Y6FD63UrriRBHqmhhEca9t)_
Ported unchanged from resource-algebra#12 (3f435aa) so this PR's workflows get past "Set up job". It no-ops once #12 merges. GitHub's runner now rejects a lock record whose ref is its own SHA ("invalid lockfile pin"; standards#1271). Since 2026-10-15 main has had Governance, Rust CI, Mirror, Code Quality and Pages fail at startup. The six standards reusables move from 934b879 to 75bd599, whose own lock carries tag refs (standards#1271, #1285); lock-selfcheck.sh reports it self-consistent. relock-standards-pin.sh at 75bd599 re-keyed actions.lock and gave the twelve self-SHA action records the tags standards records for the same commits, after checking commit and repository ids match. No commit value changes. Each tag was checked with git ls-remote; 14 of 15 point at the recorded commit. dtolnay/rust-toolchain's 'v1' has since moved off e2a55d2, in standards' own lock too; the runner does not refuse it. This reverses #7's four SHA refs (upload-artifact, setup-deno, rust-toolchain, setup-bun). actions_lock_sha_refs_test.sh asserted the form the runner now refuses; it now requires a symbolic ref with the SHA in key and commit, and plants the self-SHA, upper-case and empty refs as negative controls. It passes on this lock and fails on main's. ) ## Summary Since 2026-10-15 five workflows on main (`e948265`) have failed at startup: Governance, Rust CI, Mirror to Git Forges, Code Quality and GitHub Pages. No workflow file changed; #11 only touched `docs/EXPLAINME.adoc`. GitHub's runner now rejects a lock record whose `ref:` is the record's own SHA ("invalid lockfile pin"; [standards#1271](hyperpolymath/standards#1271)). This is step 4 of [standards#1285](hyperpolymath/standards#1285 rollout (re-pin each caller and relock it). It's one of two test repos before the estate-wide "apply workflow pins" run; [rsr-template-repo#243](hyperpolymath/rsr-template-repo#243) is the other. ## Changes - The six standards reusables move from `934b879` to `75bd599` (standards main). `lock-selfcheck.sh` reports `75bd599` self-consistent. - `actions.lock` is relocked by standards' `relock-standards-pin.sh` at `75bd599`. It gave the twelve self-SHA action records the tags standards records for the same commits, after checking that commit and repository ids match. No commit value changes. Only reusable-workflow records keep a SHA `ref:` (two `cicd-suite` and `standards`), as in standards' own lock. - **This reverses #7's four SHA refs** (upload-artifact, setup-deno, rust-toolchain, setup-bun). - `tests/workflows/actions_lock_sha_refs_test.sh` asserted the form the runner now refuses: it passes on main's lock and fails on this one. - It now requires a symbolic `ref:` with the SHA in the key and `commit`. It plants the self-SHA, upper-case and empty refs as negative controls, and keeps the mismatched-commit and missing-record controls. - It is not skipped or weakened: it now fails on main's lock, which the runner refuses. - CHANGELOG entry. ## RSR Quality Checklist ### Required - [x] Tests pass (below) - [x] No banned language patterns - [x] SPDX license headers present (no new files) - [x] No secrets, credentials, or `.env` files included ### As Applicable - [x] `CHANGELOG` updated ## Testing Run locally on this tree: - All 19 Estate Rules steps pass, including the updated `actions_lock_sha_refs_test.sh` (it fails on main's lock). - `check-lock-sync.sh`, both the repo's copy and standards' at `75bd599`: 0 dangling edges. - `check-uuid-v8.sh --strict` from standards `75bd599`: pass. - `git ls-remote` on the 15 SHA-keyed records with a tag `ref:`: 14 tags point at the recorded commit. - `dtolnay/rust-toolchain`'s `v1` has moved off `e2a55d2`. Standards' own lock carries the same record, and the runner does not refuse it. **Not proven by this PR:** - Pages and Mirror run only on pushes to main, so this PR can't exercise them. I didn't dispatch them from the branch: one deploys the site and the other pushes to external forges. They are verified after merge. - Code Quality and Pages call no standards reusable. They use `editorconfig-checker@v3.0.0` and `actions/cache@v6.1.0`, whose commits had self-SHA twin records. I have not confirmed that this is what stopped them, because `actions/checkout`'s twin had the same shape and its workflows started. This PR's Code Quality run is the test. --- _Generated by [Claude Code](https://claude.ai/code/session_01LiQzWJdcPfRU6YMDGRG8Xi)_ <!-- This is an auto-generated comment: release notes by coderabbit.ai --> ## Summary by CodeRabbit * **Chores** * Updated the automated governance, security scanning, mirroring, code quality, and Rust CI workflows. * Improved checks that validate references used by automated actions. * **Documentation** * Added a changelog entry covering the workflow updates and related runner startup issues. <!-- end of auto-generated comment: release notes by coderabbit.ai -->

Summary
This fixes
governance / Actions lockfile verify, red onmain. It is the follow-up promised in #4.At
da2c748, governance's lock gate had two problems:874ffe5);Under v0.2.0, the verifier accepted each of the seven job-level reusable refs as coverage ("Accepted reusable-workflow lock coverage …"). It still failed, because v0.2.0 reports those refs as
staleaterrorseverity, and that old verifier failed on any error-severity finding. hyperpolymath/standards#1250 fixed this: the verifier decides by category, gh-actions-lock is pinned to v0.2.0, and the gate runs at the reusable's own commit (job.workflow_sha).Changes
hyperpolymath/standards@da2c748to@934b879f6068295e42dac20d80e010d555ebec82(standardsmain): governance, hypatia-scan, mirror, rust-ci, scorecard and secret-scanner.actions.lock, repaired with standards' own chain (complete-job-refs.sh→close-lock.sh→ orphan prune):hyperpolymath/standardsrecord is rewritten at the new pin.
