Updates every GitHub Actions workflow that checks out the repository to pin actions/checkout at commit 9c091bb (release v7.0.0) instead of 08eba0b (v4.3.0).

The change is the same across client, server, cmake, common, networking, SSE, Redis/DynamoDB/OTel, hello-apps, cpp-linter, internal, manual doc/SDK release, and release-please workflows—only the checkout step SHA changes; build targets, matrices, and other steps are untouched.
