Retire the org workflow templates

What changes

This removes workflow-templates/, the org starter workflows for the Claude PR review bot and the @claude mention handler. That's four files: each template's YAML and its .properties.json. The README now says the templates were retired and points to the two ways to install that remain.

This supersedes #3 and #4, which only kept these templates in line with sentfutures/devops' callers/.

Why

• Nobody used them. None of the four repos running the bot was set up from a template. I checked each caller file's first commit:
  • website on 2026-08-20, factory-farm-em on 2026-09-10 and farm-welfare-eval on 2026-09-22 were all local commits with their own messages. A web-editor commit shows web-flow as committer and "Create claude-pr-review.yml" as its message.
  • farm-welfare-eval kept devops' .caller.yml file name, so it was copied from callers/.
  • animal-welfare-data-pipeline is where the shared workflow started.
• Half of those repos can't see them. Org templates only appear in repos the org owns. Deco354/factory-farm-em and enfiyeci/farm-welfare-eval are personal repos.
• The second copy kept drifting. In September the template gave new repos a caller that failed at startup (devops README changelog). Review bot template: drop actions: read; required_check is prompt context only #3, the template half of devops#9, has been open since 2026-09-30.

Installing still works two ways: /install-review-bot, which fetches callers/ from sentfutures/devops, or copying those files by hand. sentfutures/devops#13 updates the devops README and CLAUDE.md to match.

Effect on existing repos

None. A template is copied into a repo when someone picks it, and repos never read it again. Callers already installed are untouched.

How to test

• After merging, open Actions → New workflow in any sentfutures repo. The "By sentfutures" section is gone.
• gh api repos/sentfutures/.github/contents lists only README.md.
