revert: let the dev-env tool runners run locally again - #224

Reverts #223 (e9a7c10). Its CI-only guard targeted the multi-minute claude-config and dotfiles suites, but these runners take 2-5s in CI and 6-12s locally. Andrew, 2026-10-22: block only the claude-config and dotfiles full suites. CLAUDE.md again says to run each tool's runner after a change under that tool.
