Adds --out FILE to repo budget, matching repo scan and repo inspect, so a CI job can keep the inventory without parsing stdout.

Evidence

  • base: 61e0355 (vchamarthi/dokimi main, synced from intel/dokimi)
  • command: experiment_safe.py running check.py (parses repo budget <dir> --out <file>, runs it, reads the file) against a copy of the tree
  • before: dokimi: error: unrecognized arguments: --out ..., exit 2
  • after: the table prints and the file holds {'start': 1, 'lazy': 0, 'on demand': 0, 'off': 0} totals
  • not claimed: the new pytest test_cli_out_writes_the_inventory was not run green. The sandbox denies /dev/null, so every test that calls git fails there, before and after (4 of 4 CLI tests in that file). make ci-local was not run. The check script stubbed the git tree listing.

Blast radius

repo budget only: one optional flag, default off. Output without --out is unchanged. Docs usage line and a changelog fragment updated. A write failure exits 1 with cannot write.
