chore(build): remove uv version pin

[TATP-233]

Summary

• Removed [tool.uv].required-version = "==0.12.5" from both the standard and ROCm project profiles.
• Stopped requesting uv 0.12.5 in CI, docs, and release workflows; Docker and installation docs now use the standard uv installer.
• Recorded the workflow change in the bilingual changelog. Dependency reproducibility remains owned by uv.lock; no runtime/backend contract changed.

• The remaining 0.12.5 references are historical changelog entries only.
• YAML/TOML parsing checks passed, and uv lock --check reported Resolved 240 packages with no lockfile change.
• Docs checks: 19 passed; Sphinx build succeeded with no warnings.
• make check: passed. Existing pyright warning: unresolved optional drake_uni.runtime import (0 errors).
• make test-all: 1567 passed, 27 skipped, 606 deselected; benchmark smoke passed 35/35 module imports and 36/36 script imports.

• Base main: CI succeeded (all 6 jobs passed); Docs succeeded.
