This candidate improves macOS reader and provider-fixture portability, adds bounded CI diagnostics, and limits push-triggered checks to
dev. It pins ContextDB consistently toa883cb73b787958be20ef1e712ffbfd26093f587, preserves the doctor regression’s real five-second deadline, and updates the CLI inventory for its one new test. The branch contains one capability commit overdev.Validation: the exact source inventory and modes, all dependency revision bindings, pinned formatting check, and 20 Python inventory controls passed. Full Linux/macOS CI and native Rust qualification of this corrected source are pending. Independent review of the three corrected paths is also pending. Earlier native results cover the previous source only. This PR is for candidate qualification; release readiness is not established.
