fix(ci): re-pin standards reusables and repair actions.lock - #185
Conversation
GitHub now enforces the actions lockfile for reusable-workflow callers. The lock had no record for hyperpolymath/standards, so every caller failed at startup with "invalid lockfile pin". Moves the seven standards pins (codeql, governance, hypatia-scan, mirror, rust-ci, scorecard, secret-scanner) to 75bd5994 and regenerates the lock with the estate repair chain (relock-sha-keys, complete-job-refs including the standards#1294 case fix, close-lock, prune-stale). The standards record carries the 13 nested uses its reusables reach, identical to the relock on proof-burrower#116, where all callers went green. The governance UUID gates (check-uuid-v8.sh, v7 and strict v8) reject the nil-UUID literal in contrib/echidna-stub/responses/verify.json. The gates only started reporting it once the actions.lock repair let the governance reusable run. The stub's job_id is opaque: no echidnabot code parses it, and it already carried a stub- prefix, so it is now a plain label. With the lock repaired, the governance and secret-scanner reusables run for the first time since enforcement began. That surfaced checks that could not run before:

… declare At 75bd5994 the secret-scanner, scorecard and codeql reusables declare no workflow_call secrets, mirror declares seven optional forge keys, and hypatia-scan declares only HYPATIA_SCAN_PAT. `secrets: inherit` forwarded every repository and organisation secret regardless. Drop it where nothing is declared, map the declared keys explicitly elsewhere, and grant the scorecard caller `actions: read`, which the reusable needs for the Packaging check and cannot raise itself. … a local config (#1297) ## What Gates the "Fetch estate gitleaks baseline" and "Stage estate gitleaks baseline" steps on `hashFiles('.gitleaks.toml') == ''`, and updates the comment above them to match. ## Why These steps copied `.gitleaks-estate.toml` into every caller's workspace. A repo with its own `.gitleaks.toml` scans with that config. If that config does not `[extend]` the baseline, the staged file sits in the scanned tree. Nothing allowlists the fixture values its own comments quote, so the gate reports the estate file as the caller's leak. This surfaced on hyperpolymath/echidnabot#185 as soon as its lock repair let the reusable start: three `generic-api-key` findings in `.gitleaks-estate.toml`, at lines 84 and 85. ## Behaviour by consumer | Consumer | Before | After | |---|---|---| | No `.gitleaks.toml` (most of the estate) | baseline staged, used as CONFIG | unchanged | | `.gitleaks.toml` that `[extend]`s the baseline | staged twice (ungated and gated steps) | staged once, by the existing gated block | | `.gitleaks.toml` that does not extend it | staged, then scanned as a finding | not staged | Every later reference to `.gitleaks-estate.toml` (the working-tree pass, the git-history pass and the AsciiDoc mirror) uses it only when no `.gitleaks.toml` exists, so no pass is left naming a missing file. ## Validation `actionlint` reports only the two existing `job.workflow_sha` lines, which are unchanged from main. That field is newer than the local actionlint. --- _Generated by [Claude Code](https://claude.ai/code/session_019a95kk88TZ1iegsBK3kox3)_ --------- Co-authored-by: Claude <noreply@anthropic.com>
## Summary GitHub now enforces the actions lockfile for reusable-workflow callers. This repo's `actions.lock` had no record for `hyperpolymath/standards`, so every standards caller failed at startup with "invalid lockfile pin". The local gates pass on the broken main, so they cannot see this failure mode. CI on this PR is the proof. This is the same repair as hyperpolymath/proof-burrower#116, where every reusable caller went green, and hyperpolymath/echidnabot#185. ## Changes - Re-pins six standards reusables from `571cc734` to `75bd5994470661a099df562d6d5ad2fe744dbd66`: governance, hypatia-scan, mirror, scorecard, secret-scanner, spark-theatre-gate. - Regenerates `.github/workflows/actions.lock` with the estate repair chain. The lock is not hand-edited. The chain is `relock-sha-keys` → `complete-job-refs` → `close-lock` → `prune-stale`, and `complete-job-refs` includes the case fix from hyperpolymath/standards#1294. - The standards record now carries the 13 nested `uses:` its reusables reach. ### Known open: two job-level refs without leaf records These two refs were already dangling on main. The lock now lists them under their workflows, but `close-lock` could not write their records: - `slsa-framework/slsa-github-generator@f7dd8c54…` (v2.1.0), used by `generator-generic-ossf-slsa3-publish.yml`; - `hyperpolymath/panic-attack@b689a74d…`, used by `security-scan.yml`. `close-lock` needs GitHub API reads of each repository for the numeric owner and repo IDs and the nested refs' commits. This session has git-only access to them, and I did not invent records. Expect those two workflows to keep failing until someone with API access closes them. With `gh` authenticated, run `GH_BIN=gh bash scripts/close-lock.sh` from the repo root using standards' scripts, then `prune-stale.sh`. That is a mechanical follow-up commit on this branch. The "JS runtimes" job inside the governance reusable also stays red until hyperpolymath/standards#1296 merges and the pin moves past it. That job fails on a nested Cargo workspace, a separate bug. ## RSR Quality Checklist ### Required - [x] Tests pass: CI-only change, no code touched - [x] Code is formatted: n/a - [x] Linter is clean: lock gates below - [x] No banned language patterns - [x] No `unsafe` blocks without `// SAFETY:` comments - [x] No banned functions - [x] SPDX license headers present on all new/modified source files: none added; existing headers untouched - [x] No secrets, credentials, or `.env` files included ## Testing - `check-lock-sync.sh .github/workflows`: in sync. - `check-actions-lock-gate.sh` with `update-actions-lock.sh --verify-local`: "Immutable direct and transitive lockfile coverage verified." - `close-lock.sh`: rc 3, for the two refs above only. --- _Generated by [Claude Code](https://claude.ai/code/session_019a95kk88TZ1iegsBK3kox3)_ --------- Co-authored-by: Claude <noreply@anthropic.com>
The standards commit now carries #1297 (gitleaks fetches the estate baseline only when the repo has no .gitleaks.toml) and #1299 (js-runtimes is its own workspace root). The lock is relocked with relock-standards-pin.sh and close-lock.sh, never by hand; the standards record picks up the reusables' new nested pins (rust-toolchain, scorecard-action v2.5.0). check-lock-sync passes. rustls 0.23.46 fixes RUSTSEC-2026-0346/0347/0348/0349. …ck (#934) ## Problem `.github/workflows/actions.lock` has no `hyperpolymath/standards` record. GitHub enforces the lockfile for callers of reusable workflows, so every job that calls a standards workflow (governance, hypatia-scan, mirror, scorecard, secret-scanner) dies at setup with `invalid lockfile pin` for actions those workflows use internally. The first one hit is `actions/checkout@3d3c42e5`. These failures appear on `main` and on every PR, including #932, which can't go green until this lands. The five callers were also pinned to three different standards commits: `571cc734`, `2479cf76` and `da2c748a`. ## Change 1. **d3a8b98:** all five callers are re-pinned to standards `333b06a0` (current `main`, which includes standards#1294, #1297 and #1299). 2. **451d53e:** `actions.lock` is regenerated with the estate repair chain: `relock-sha-keys`, `complete-job-refs`, `close-lock`, then `prune-stale`, all at standards `333b06a0`. The lock was not edited by hand. - The chain ran in CI with a real token, because this session can't reach `dtolnay/rust-toolchain` or `ossf/scorecard-action` through the API. - The run closed the lock (0 dangling refs), `check-lock-sync` passed, and the governance gate at `333b06a0` returned 0 ("Immutable direct and transitive lockfile coverage verified"). - The committed file was applied from the run's diff and matches its `LOCK-SHA256` of `24676ce4c10c2fb16c3bff84dee256901cf7f43857fa2d2dfcaca477362c0707`. This is the same repair as hyperpolymath/proof-burrower#116, hyperpolymath/echidna#439 and hyperpolymath/echidnabot#185. ## Notes - `hypatia-scan.yml` and `mirror.yml` already grant `actions: read`, which the reusables at `333b06a0` request. - The run came from a scratch branch, `claude/new-session-th4e9w-lockregen`, which is never merged and will be deleted after this PR. --- _Generated by [Claude Code](https://claude.ai/code/session_019a95kk88TZ1iegsBK3kox3)_ --------- Co-authored-by: Claude <noreply@anthropic.com>
