Integration status — 18 October 2026

All changes in this PR are now included in #1285. The merge commit 427eb35c40552d912d8c757518e8326f0d20f597 preserves this PR's head as a parent and resolves the overlapping Hypatia declaration. #1285 also fixes the lockfile startup failures and the unresolved lock-repair P1, then updates stale nested consumers. Review and land the combined #1285 rather than applying these overlapping repairs separately. Latest validation and downstream rollout order are recorded in #1285.

⚠️ Urgent: main is currently startup-failing hypatia-scan

#1283 narrowed hypatia-scan.yml to pass HYPATIA_SCAN_PAT explicitly, but the matching workflow_call.secrets declaration in hypatia-scan-reusable.yml did not land in that commit (several file edits silently failed to apply during authoring; the squash carried the partial tree). Passing a secret the callee doesn't declare is a startup validation error — every hypatia-scan run on e16a2317 is startup_failure. This PR adds the declaration (required: false; built-in-token fallback unchanged). Codex flagged this as P1 on #1283 and was correct.

Also completes #1283 parts that didn't land + all six Codex findings

Finding Disposition
P1 declare HYPATIA_SCAN_PAT ✅ Declaration added (above).
P1 scorecard-enforcer perms ✅ All 3 packaged scorecard callers now grant the callee's declared calling-job set (actions: read + id-token: write added) — at the re-pinned @8ff9ce65 the previous grant would startup-fail. Verified against scorecard-reusable.yml's header + job blocks.
P1 mirror exemptions unnecessary ✅ Correct: at the packaged @210f14e7 pin the callee declares all 7 SSH secrets (verified declared ⊇ referenced). Both packaged mirror callers narrowed to named secrets; exemptions deleted from the test. The 2 packaged hypatia exemptions stay — their pin (2026-09-12) predates the declaration added here.
P2 examples not scanned ✅ The surviving # secrets: inherit lines in both reusables' caller examples are removed, and the test now asserts the example regions contain no inherit string (examples are what generators copy). Radicle comment fixed.
P2 catalog example perms ✅ Governance example now includes the callee's declared actions: read, with the replace-not-merge warning.
P2 lock lookup unscoped ✅ Checkout-pin check now reads only the secret-scanner-reusable.yml section of actions.lock.

Plus the guard whose absence let the hypatia break through: the test now fails if a narrowed caller passes a secret its local callee doesn't declare.

Verification

  • tests/test_secret_scanner_no_inherit.sh green (77 workflows, 60 lock sections); mutation-checked: deleting the new declaration, or re-adding inherit to the scanner example, both fail it.
  • YAML-parsed all 8 touched workflow files; every edit grep-verified on disk this time.
  • Acceptance on this PR: scan / Hypatia Neurosymbolic Analysis must start (jobs created) — its findings state is a separate, pre-existing matter; the three scan / secret-scanner contexts and Repo self-tests must stay green.

No uses: pin changes → actions.lock untouched. Canonical scanner SHA advances to this PR's merge commit once landed.

Ref: #1108 §6b · #1283

…Codex #1283 follow-ups

URGENT — main is startup-failing: #1283 narrowed hypatia-scan.yml to
pass HYPATIA_SCAN_PAT explicitly, but the matching workflow_call
declaration in hypatia-scan-reusable.yml did not land in that commit
(several file edits silently failed to apply; the merge then carried
the partial tree). Passing an undeclared secret is a validation
error, so every hypatia-scan run on e16a231 is `startup_failure`.
This adds the declaration (required: false; built-in-token fallback
unchanged).

Also completes the parts of #1283 that did not land, and addresses
all six Codex review findings on that PR:

- secret-scanner-reusable.yml + mirror-reusable.yml: caller EXAMPLES
no longer show `secrets: inherit` (examples are what generators
  copy); Radicle comment corrected.
- Packaged scorecard templates (3): grant the callee's declared
calling-job set (actions: read, id-token: write added) — at the
  re-pinned @8ff9ce65 the old grant would startup-fail.
- Packaged mirror templates (2): narrowed to the 7 named secrets
(verified declared ⊇ referenced at their @210f14e7 pin); their test
exemptions deleted. The 2 packaged hypatia exemptions stay: their
pin predates the declaration added here.
- CICD-WORKFLOW-CATALOG.md: governance example now includes the
  callee's declared actions: read.
- tests/test_secret_scanner_no_inherit.sh: asserts (a) caller-example
comment blocks contain no inherit, (b) a narrowed caller passes
only secrets its callee declares (the exact guard that would have
caught the hypatia break pre-merge), (c) the checkout pin is keyed
in the scanner's OWN actions.lock section, not merely anywhere in
the file. Mutation-checked: removing the declaration or re-adding
inherit to the example both fail the test.

📝 Summary

Summary by CodeRabbit

  • New Features
    • Hypatia scans can now use a dedicated access token, with the standard workflow token as a fallback.
  • Improvements
    • Mirror workflows now pass only the required named credentials instead of inheriting all caller secrets.
    • Scorecard workflows grant the permissions needed to run successfully.
  • Documentation
    • Updated reusable-workflow examples with guidance on permissions and secret passing.
  • Tests
    • Expanded checks for secret inheritance, declared credentials and workflow action pins.

Reusable workflow examples and callers now specify secret and permission contracts. The test script checks secret inheritance, passed-secret declarations, and the scanner reusable workflow’s action pin.

Changes: Reusable workflow contracts

Layer / File(s) Summary
Reusable workflow secret contracts
.github/workflows/hypatia-scan-reusable.yml, .github/workflows/mirror-reusable.yml, .github/workflows/secret-scanner-reusable.yml
The Hypatia workflow declares an optional HYPATIA_SCAN_PAT. Caller examples for the mirror and secret-scanner workflows no longer use secrets: inherit; the mirror example maps seven named secrets.
Explicit mirror secrets in callers
1-formats/a2ml/meta/.github/workflows/mirror.yml, 2-protocols/0-ai-gatekeeper/.github/workflows/mirror.yml
Both callers map seven named secrets to the mirror reusable workflow instead of inheriting caller secrets.
Reusable workflow permission grants
1-formats/a2ml/meta/.github/workflows/scorecard-enforcer.yml, 1-formats/a2ml/meta/.github/workflows/scorecard.yml, 2-protocols/0-ai-gatekeeper/.github/workflows/scorecard.yml, CICD-WORKFLOW-CATALOG.md
The scorecard callers and catalogue example add job-level permissions and explain that job-level permissions replace workflow-level permissions.
Secret and scanner pin checks
tests/test_secret_scanner_no_inherit.sh
The tests check reusable workflow examples for secret inheritance, verify that passed named secrets are declared, and require the scanner pin in the scanner reusable workflow’s own lock section.

Change: Bug fix

Suggested reviewers: joshuajewell

Merge Risk: 🔵 Low · up to 3c3d4

The current workflow mappings appear consistent, but two test gaps could miss future secret-contract changes. Merge is reasonable with a follow-up to strengthen those checks.

Security architecture risk: 🔵 Low · up to 3c3d4

The changes narrow mirror credential delegation and repair workflow contracts so scans can start. The additional Scorecard permissions remain separated from pull-request analysis. No introduced security flaw was established, but deployed credential scopes and external publication behavior were not verified.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — Effective exposure includes each adopting caller repository, its configured external mirror credentials, repository scanning results, and non-PR Scorecard OIDC execution. Explicit mirror mappings reduce credential delegation relative to the base. Maximum external asset scope cannot be established without the deployed credentials and destination configuration.

Trust Boundaries and Controls

  • observed — In the pinned Scorecard workflow, the non-PR job receives OIDC permission, while public result publication is conditioned on the default-branch ref. The separate PR job checks out the PR head, grants only contents: read and security-events: write, and disables public publication. The new caller grants therefore do not themselves give the PR analysis job OIDC authority.

Resilience and Maintainability Implications

  • observed — The pinned Scorecard workflow tolerates reconciliation failure long enough to select reconciled or raw SARIF, attempts upload, and then fails the job when reconciliation was unsuccessful. Cancellation and upload failure can still interrupt publication; cross-run ordering is not established by this source. The PR preserves these transitions and the gatekeeper caller’s workflow/ref cancellation policy.

Add Carrot credits or activate Agent usage billing to use Autofix

hyperpolymath added a commit to metadatastician/berrywiki-course-template that referenced this pull request Oct 18, 2026
…eusable

The caller passed no `secrets:` line, but the comment above it claimed the
pinned reusable requires callers to use `secrets: inherit` — contradicting
both the implementation and this PR's own description.

The pinned reusable (standards@74d2f66) declares no `workflow_call.secrets`
and references no `secrets.*` context: gitleaks runs as a checksum-verified
binary, not gitleaks/gitleaks-action, and the `GITHUB_TOKEN` the jobs act
under is governed by `permissions:`. `secrets: inherit` would forward every
repository and organisation secret the caller can see (CWE-250) and buy
nothing.

Upstream corrected that header in hyperpolymath/standards#1283 (e16a231);
the scanner implementation is unchanged, so no repin is needed. The
remaining commented `secrets: inherit` example in that header is removed by
the open hyperpolymath/standards#1284.

Comment-only: the job key, reusable pin, triggers, concurrency, permissions
and the absence of a `secrets:` line are all preserved.

…eusable (#8)

**What this repairs**

PR #5's only change replaced an accurate three-line comment in
`.github/workflows/secret-scanner.yml` with a false claim that the
pinned reusable *requires* callers to use `secrets: inherit`. This PR
restores the accurate wording and cites the upstream corrections.

**Evidence that the `secrets: inherit` requirement is false**

- The pinned reusable
`hyperpolymath/standards/.github/workflows/secret-scanner-reusable.yml@74d2f66f575246cf6e313ae7775f44df6e097ff2`
declares **no** `workflow_call.secrets`, references **no** `secrets.*`
context, and runs gitleaks as a checksum-verified binary (not
`gitleaks/gitleaks-action`). It cannot consume a secret, so requiring
`secrets: inherit` would forward every repository and organisation
secret for no benefit (CWE-250).
- Diffing the pinned revision against the upstream correction
`hyperpolymath/standards#1283` (merged as `e16a2317…`) yields exactly
**one hunk, comment-only** — 15 changed lines, all comments; the
non-comment content is byte-identical. The pin therefore does not need
to move and no runtime behaviour changes.
- Upstream `hyperpolymath/standards#1283` already corrected the
reusable's own stale header to say the caller passes no `secrets:` line.
The still-commented `secrets: inherit` example in that header is removed
by the open `hyperpolymath/standards#1284`.

**What is preserved**

The runtime configuration is unchanged and byte-identical to the audited
head: job key `scan`, the exact reusable pin
`74d2f66f575246cf6e313ae7775f44df6e097ff2`, the `pull_request` /
`push`-to-`main` triggers, the concurrency group, `permissions:
contents: read`, and the absence of any live `secrets:` key. The diff is
comment-only.

**Validation**

- `actionlint` (2.0.6): no findings on `secret-scanner.yml` or
`wiki.yml`.
- Duplicate-key-rejecting YAML parse: the repaired file parses to
exactly the same structure as `main` and as PR #5's head; planted
duplicate `secrets` / `on` keys are rejected (positive control).
- `git diff --check` clean; no conflict markers.

**Explicitly not done**

No repin of the scanner, no broadening of secret delegation, no
duplication of the upstream standards work, no scanner suppressions, no
changes to workflows beyond this comment, permissions, protections or
secrets, and `wiki.yml` is untouched (the optional wiki concurrency
patch remains available separately).
