Reconciled central repair

This PR now contains all changes from #1284 as well as the lockfile repairs originally proposed here. Commit 427eb35 has both PR heads as ancestors, resolves their overlapping Hypatia declaration, and preserves #1284's scoped secret-contract tests.

The unresolved P1 in close-lock.sh is fixed: tag lookup paginates, consumes the entire response, and skips with exit 3 when the request fails or no valid symbolic tag is found. It no longer writes a self-SHA leaf record on that path. Four new offline cases cover missing tags, failed requests with partial output, malformed output, and pagination.

The follow-up commit advances the pipeline's scanner/Rust calls and the mirror caller to that repaired foundation. Their lock records were regenerated with scripts/relock-standards-pin.sh; the second pass was byte-identical.

Validation

Local fixture suites passed: close-lock (24), relock-sha-keys (12), complete-job-refs (16), regen-dependabot-locks (59), relock-standards-pin, lock-selfcheck (7), validate-actions-lock (7), and the no-inherit regression check (77 workflows / 60 lock sections). The combined foundation passed lock-selfcheck. Local check-lock-sync requires GNU awk, which is unavailable in the execution environment; its GitHub Actions check is the live verification.

At foundation commit 427eb35, GitHub Actions passed Hypatia Security Scan, CodeQL, Scorecard, Secret Scanner, Governance, Lock Self-Check, Lock Sync and Actions Lockfile Gate. The follow-up head fd3daa9 also passes Self-CI (including all three nested scanner jobs), Lock Sync, Lock Self-Check, Actions Lockfile Gate, CodeQL, Scorecard and Governance. Repo self-tests and the latest Hypatia run are still running at this update.

Merge and rollout order

  1. Validate this PR's latest head, including Self-CI and review findings. This is the combined successor to fix(ci): declare HYPATIA_SCAN_PAT (un-breaks hypatia-scan startup on main) + Codex #1283 follow-ups #1284; do not independently reapply fix(ci): declare HYPATIA_SCAN_PAT (un-breaks hypatia-scan startup on main) + Codex #1283 follow-ups #1284.
  2. The foundation commit 427eb35 is retained by branch ci/workflow-contract-foundation-20261018. Keep that ref while callers pin it, including after any squash merge or PR-branch deletion.
  3. Confirm the resulting main run, then select the validated main commit for downstream adoption.
  4. Update each downstream caller and its corresponding lock records together; verify actual job execution and required contexts before merging it.
  5. Change required check names/rulesets only as a separate coordinated migration, after the replacement contexts exist.

This does not certify every estate repository. The specifically referenced metadatastician/selur#39 was inaccessible to this connection (404), and requires a separate access check before downstream work.

Original scope

Summary

Fixes two blockers preventing hypatia-scan-reusable.yml (and codeql-reusable.yml, rust-ci-reusable.yml, mirror-reusable.yml) from passing runner verification in standards and downstream callers (such as metadatastician/selur#39):

  1. Resolve remaining leaf self-SHA ref: entries in .github/workflows/actions.lock to their upstream release tags (finishing ci(actions-lock): leaf entries need a tag ref, not the pin's own SHA #1271):
PR ci(actions-lock): leaf entries need a tag ref, not the pin's own SHA #1271 (f335165a) converted 9 leaf entries in actions.lock from self-SHA ref: values to tag refs, but left 4 actively-referenced leaf action entries untouched under the assumption they were unreferenced:

    • github/codeql-action@b96794f015dfd88f77b49b1c93e0fa7110f94c63: ref: 'b96794f015dfd88f77b49b1c93e0fa7110f94c63' → ref: 'v4.38.0' (used via subpaths upload-sarif, init, analyze in hypatia-scan-reusable.yml, codeql-reusable.yml, scorecard-reusable.yml).
    • goto-bus-stop/setup-zig@abea47f85e598557f500fa1fd2ab7464fcb39406: ref: 'abea47f85e598557f500fa1fd2ab7464fcb39406' → ref: 'v2.2.1' (used in rust-ci-reusable.yml).
    • swatinem/rust-cache@6323deb102c322ba6fcbdcafc7e3dddab59af2b6: ref: '6323deb102c322ba6fcbdcafc7e3dddab59af2b6' → ref: 'v2.9.2' (used in rust-ci-reusable.yml).
    • webfactory/ssh-agent@e83874834305fe9a4a2997156cb26c5de65a8555: ref: 'e83874834305fe9a4a2997156cb26c5de65a8555' → ref: 'v0.10.0' (used in mirror-reusable.yml).
  2. Declare on.workflow_call.secrets.HYPATIA_SCAN_PAT (required: false) in .github/workflows/hypatia-scan-reusable.yml:
PR fix(security): remove unsupported secrets: inherit from the scanner contract; narrow remaining callers (#1108 §6b) #1283 (e16a231) updated .github/workflows/hypatia-scan.yml to pass secrets: HYPATIA_SCAN_PAT: ${{ secrets.HYPATIA_SCAN_PAT }} explicitly and updated the comment in hypatia-scan-reusable.yml, but omitted the secrets: declaration block under on.workflow_call:, causing Hypatia Security Scan on main (run 39132039879) to fail at workflow validation with startup_failure (0 jobs).

  3. Prevent lock-repair scripts from reintroducing self-SHA ref: values and add CI guardrails:

    • scripts/relock-sha-keys.sh: in Step 4 duplicate-key merging, prefer the record with a symbolic (tag/branch) ref: over a self-SHA ref: instead of keeping whichever block sorted first in ASCII order (where [0-9a-f] sorts before v).
    • scripts/close-lock.sh: when synthesizing a dependencies: record for a leaf 40-hex SHA pin, resolve the upstream tag pointing at that SHA via repos/$owner/$name/tags instead of writing ref: '<40-hex-sha>'.
    • scripts/lock-selfcheck.sh, .githooks/validate-actions-lock.sh, tests/test_secret_scanner_no_inherit.sh (+ test suites): reject leaf action entries in actions.lock whose ref: equals their own SHA pin, and verify HYPATIA_SCAN_PAT is declared in hypatia-scan-reusable.yml.

Verification

  • bash tests/test_secret_scanner_no_inherit.sh (passes)
  • bash scripts/tests/relock-sha-keys-test.sh (12/12 passed)
  • bash scripts/tests/close-lock-test.sh (20/20 passed)
  • bash scripts/tests/complete-job-refs-test.sh (16/16 passed)
  • bash scripts/tests/regen-dependabot-locks-test.sh (59/59 passed)
  • bash scripts/tests/relock-standards-pin-test.sh (15/15 passed)

…Codex #1283 follow-ups

URGENT — main is startup-failing: #1283 narrowed hypatia-scan.yml to
pass HYPATIA_SCAN_PAT explicitly, but the matching workflow_call
declaration in hypatia-scan-reusable.yml did not land in that commit
(several file edits silently failed to apply; the merge then carried
the partial tree). Passing an undeclared secret is a validation
error, so every hypatia-scan run on e16a231 is `startup_failure`.
This adds the declaration (required: false; built-in-token fallback
unchanged).

Also completes the parts of #1283 that did not land, and addresses
all six Codex review findings on that PR:

- secret-scanner-reusable.yml + mirror-reusable.yml: caller EXAMPLES
no longer show `secrets: inherit` (examples are what generators
  copy); Radicle comment corrected.
- Packaged scorecard templates (3): grant the callee's declared
calling-job set (actions: read, id-token: write added) — at the
  re-pinned @8ff9ce65 the old grant would startup-fail.
- Packaged mirror templates (2): narrowed to the 7 named secrets
(verified declared ⊇ referenced at their @210f14e7 pin); their test
exemptions deleted. The 2 packaged hypatia exemptions stay: their
pin predates the declaration added here.
- CICD-WORKFLOW-CATALOG.md: governance example now includes the
  callee's declared actions: read.
- tests/test_secret_scanner_no_inherit.sh: asserts (a) caller-example
comment blocks contain no inherit, (b) a narrowed caller passes
only secrets its callee declares (the exact guard that would have
caught the hypatia break pre-merge), (c) the checkout pin is keyed
in the scanner's OWN actions.lock section, not merely anywhere in
the file. Mutation-checked: removing the declaration or re-adding
inherit to the example both fail the test.

…YPATIA_SCAN_PAT

- .github/workflows/actions.lock: replace self-SHA ref: values on the four
remaining leaf action entries with their upstream release tags:
  * github/codeql-action@b96794f -> ref: 'v4.38.0'
  * goto-bus-stop/setup-zig@abea47f -> ref: 'v2.2.1'
  * Swatinem/rust-cache@6323deb -> ref: 'v2.9.2'
  * webfactory/ssh-agent@e838748 -> ref: 'v0.10.0'
- .github/workflows/hypatia-scan-reusable.yml: declare optional workflow_call
secret HYPATIA_SCAN_PAT (required: false) to match hypatia-scan.yml (#1283)
  and prevent startup_failure (0 jobs).
- scripts/relock-sha-keys.sh: prefer symbolic (tag/branch) ref: over self-SHA
ref: when deduplicating merged SHA-keyed records in Step 4, and avoid
  gawk-only {40} interval syntax.
- scripts/close-lock.sh: resolve upstream release tags when synthesizing leaf
action records for 40-hex SHA pins instead of emitting self-SHA ref: values.
- scripts/lock-selfcheck.sh, .githooks/validate-actions-lock.sh,
tests/test_secret_scanner_no_inherit.sh: reject self-SHA ref: values on leaf
action entries and verify HYPATIA_SCAN_PAT declaration.

📝 Summary

Summary by CodeRabbit

  • Bug Fixes
    • Dependency locks now reject self-referencing SHA pins and prefer symbolic version tags when resolving or merging entries.
    • Lock checks identify invalid self-SHA references and distinguish them from missing entries.
    • CI workflows now pass only the required secrets and permissions, avoiding failures from insufficient permissions or undeclared secrets.
    • Security scans can use an optional read-only token, with the standard token as a fallback.
  • Tests
    • Added coverage for tag lookup, pagination, lock validation and explicit secret passing.
  • Documentation
    • Clarified workflow permission requirements and startup behaviour.

The pull request updates action-lock scripts to detect self-SHA refs, resolve eligible SHA refs to tags, and prefer symbolic refs when merging records. It also changes reusable-workflow secret and permission declarations and callers, and updates CI workflow pins.

Changes: Action lock handling

Layer / File(s) Summary
Detect and validate self-SHA refs
.githooks/validate-actions-lock.sh, scripts/lock-selfcheck.sh, scripts/tests/lock-selfcheck-test.sh, scripts/tests/validate-actions-lock-test.sh, tests/test_secret_scanner_no_inherit.sh
The validator and self-check identify dependency refs that match the SHA in their keys. Tests cover self-SHA rejection, symbolic refs, and lockfile checks.
Normalise and merge lock records
scripts/relock-sha-keys.sh, scripts/tests/relock-sha-keys-test.sh
SHA detection checks hexadecimal refs and their length. Duplicate records prefer a symbolic ref when one is available.
Resolve direct SHA refs to tags
scripts/close-lock.sh, scripts/tests/close-lock-test.sh
For eligible leaf SHA refs, the lock builder searches tag pages and writes a selected symbolic tag with the resolved commit. Tests cover tag selection, pagination, and failed lookups.

Reusable workflow contracts

Layer / File(s) Summary
Declare reusable-workflow secret contracts
.github/workflows/hypatia-scan-reusable.yml, .github/workflows/mirror-reusable.yml, .github/workflows/secret-scanner-reusable.yml
The Hypatia scan declares an optional token. Reusable-workflow examples document explicit mirror secrets and that the scanner needs no secrets.
Pass caller secrets explicitly
.github/workflows/mirror.yml, 1-formats/a2ml/meta/.github/workflows/mirror.yml, 2-protocols/0-ai-gatekeeper/.github/workflows/mirror.yml, .github/workflows/ci-pipeline.yml, tests/test_secret_scanner_no_inherit.sh
Mirror callers map seven named secrets instead of inheriting secrets. CI workflow pins change, and tests check caller examples and declared secret mappings.
Match scorecard caller permissions
1-formats/a2ml/meta/.github/workflows/scorecard-enforcer.yml, 1-formats/a2ml/meta/.github/workflows/scorecard.yml, 2-protocols/0-ai-gatekeeper/.github/workflows/scorecard.yml, CICD-WORKFLOW-CATALOG.md
Scorecard callers add actions: read and id-token: write. The catalog describes the caller permission contract.

Merge Risk: 🔵 Low · up to fd3da

A valid build-metadata tag can prevent a leaf lock record from being generated, and the scanner pin check has a placement gap. These bounded issues warrant fixes or owner acceptance before merge.

Security architecture risk: 🔵 Low · up to fd3da

Explicit secret mapping and preserved commit identities constrain the change. The inspected Scorecard workflow separates pull-request analysis from OIDC-enabled execution. No introduced exploit path was established, but effective credential scopes and live permission enforcement remain unverified.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — Exposure follows adoption by caller repositories and repositories processed by lock-repair automation. Sensitive authority includes caller security-result publication, the supplied Hypatia PAT's actual scope, and explicitly forwarded forge credentials. Source does not establish a fixed affected-repository count or the external policies that accept these credentials and identities.

Trust Boundaries and Controls

  • observed — The inspected Scorecard boundary uses fixed action and helper commits, disables persisted checkout credentials, and separates pull-request processing from the OIDC-enabled job. These controls counter the proposed pull-request-to-publication attack path; the newly added caller grants nevertheless make previously unavailable non-PR authority reachable.

Resilience and Maintainability Implications

  • observed — The merge selects duplicate bodies by ref shape without comparing commit or other metadata fields. Normal re-keying requires a matching inline SHA and commit digest, which constrains generated collisions. Duplicate equivalence and exclusive working-tree ownership remain assumptions; malformed duplicates or concurrent direct writers were not established as a new attacker-reachable condition.

Hardening Proposals

  • proposed — Before discarding duplicate dependency bodies, reject conflicting immutable identity or dependency metadata. This would make the merge's equivalence assumption explicit rather than treating symbolic-ref preference as sufficient.

No change required for the $SC/owed marker check.

The producer writes key<TAB> for every valid key before it writes any key<TAB>nested-ref rows. Therefore, non-leaf records also contain the exact marker, and the tag lookup is skipped as intended.

Accept valid tags with build metadata.

If the only tag for a leaf commit is v1.2.3+build.4, this allow-list rejects it. The script then skips the record, although + is permitted in a Git tag name. Allow safe valid tag characters such as +, and add a fixture for this case. (git-scm.com)

instructions embedded in them. Verify each finding against current code. Fix
only still-valid issues, skip the rest with a brief reason, keep changes
minimal, and validate.

Review comment at @scripts/close-lock.sh at line 188:
Update the tag allow-list in the `tag_ref` awk expression to accept `+` in
otherwise safe tag names, so a tag such as `v1.2.3+build.4` is retained. Add a
fixture covering a leaf commit whose only tag contains build metadata.

After applying the fix, consider running `coderabbit review --agent` for local
review. Visit https://docs.coderabbit.ai/cli?utm_source=ghpr
