Why

GitHub started enforcing actions.lock when each job is set up (around 2026-10-15). Since then, every job in a workflow that calls a standards reusable has died at Set up job with invalid lockfile pin. That covers Governance, Hypatia Security Scan and Secret Scanner.

GitHub checks a reusable workflow's actions against the callee's actions.lock at the called SHA. Standards' lock at the commits this repo pinned (da2c748, 571cc73, 2479cf7) gives leaf actions their own SHA as ref:, which the runner rejects; lock-selfcheck rates all three POISON.

What

  1. Repin (e68277c). All five standards callers now pin 75bd599, standards main. It is green, and lock-selfcheck rates it SELF-CONSISTENT. The interfaces are compatible, and actions.lock needs no change.
  2. Placeholder UUIDs in the Bitbucket mock (366009f). The strict UUID v8/v7 conformance jobs now run. They flagged four invented UUIDs in an unused fixture, which now get a version nibble of 8 and a variant nibble from 8 to b.
  3. .gitleaksignore (abbe382). 75bd599 adds a gating full-history gitleaks pass. Its five historical false positives sit in files f2fe2df deleted: a k8s Secret template's CHANGE_ME_IN_PRODUCTION placeholders, and a Prometheus recording-rule name. They are ignored by exact commit:file:rule:line fingerprint only.
  4. Merges fix(actions-lock): accept lockfile v0.0.3 (github.com dependencies) #928 (114d015, unchanged). It makes ActionsLock accept this repo's own v0.0.3 lock, which turns E2E/Integration green. The two PRs merge in either order.
  5. Explicit secrets (6162439). secrets: inherit is replaced with exactly what each callee declares: HYPATIA_SCAN_PAT for hypatia-scan, the seven forge keys for mirror, and nothing for scorecard and secret-scanner (standards#1108 §6b). This clears four WH008 baseline findings.
  6. Cargo workspace exclude (c19c465). The governance JS-runtimes job stages standards' crate at .standards-js/, and this repo's root workspace made cargo refuse to build it. The root fix is fix(js-runtimes): make the crate its own workspace root standards#1299; this exclude is harmless after it lands.

Verified

  • Governance lock gate at 75bd599 (gh-actions-lock v0.2.0): exit 0.
  • check-uuid-v8.sh --strict .: exit 0.
  • Gitleaks 8.18.4 (the pinned binary) with the 75bd599 baseline: history pass 5 leaks, then 0; tree pass clean. A planted secret at the same path and line is still caught.
  • With the crate staged as CI does, cargo metadata fails before c19c465 and passes after. The job's cargo install --locked builds, and js-runtimes provision . exits 0.
  • Same repin as ci: repin standards callers to 75bd599, whose own lock GitHub accepts palimpsest-license#187, which passes all its checks.

Open

  • Validate Hypatia Baseline needs an owner decision. The scanner pin moved from 0e91342 to 51ab649, which surfaces 36 findings the baseline never covered: 2 invalid_actions_lock (cleared by the pending standards hypatia-ref bump past fix(actions-lock): accept lockfile v0.0.3 (github.com dependencies) #928), and 34 from newer rules (WH013, RE001, RE004/5, hardcoded_tmp, eval_in_shell). Details and options are in the PR comments.

  • Already red on main:

    • abi-codegen-drift: stale Idris2 cache key;
    • Rust License & Ban Check: deny.toml schema;
    • Rust Dependency Audit: RustSec advisories;
    • Mirror: Bitbucket access.

Proposed fixes for each are in the PR comments.

gh-actions-lock v0.2.0 writes lockfile v0.0.3, and the estate gate now
pins v0.2.0 (standards#1250). ActionsLock accepted only v0.0.2, so any
relocked repository raised a high-severity invalid_actions_lock from
workflow_audit and workflow_hardening (palimpsest-license alerts 347 and
349). Hypatia's own lock has been v0.0.3 since #926, so its own
"parses the repository's authoritative generated lockfile" test failed.

v0.0.3 has the v0.0.2 line grammar: same sections, same record fields,
same `'<path>': []` form (measured on this repo's lock and on
rsr-template-repo's). Both versions are now parsed by the one strict
grammar; every other version string is still refused, and a second
version line is still a duplicate.

Tests: one case for v0.0.3 (accepted; malformed v0.0.3 still fails
closed), one for unsupported versions and a duplicate line. Run
standalone against the module: 14/14 pass; the unpatched module fails
3 of them, including the existing own-lock test.

Claude-Session: https://claude.ai/code/session_01LET2eHeDbN3b4WuxYjMUX9
Since GitHub began enforcing actions.lock at job setup (~2026-10-15),
every job in a workflow that calls a standards reusable dies at
`Set up job` with "Unable to resolve action actions/checkout@3d3c42e…:
invalid lockfile pin". GitHub checks a reusable workflow's actions
against the CALLEE's lock at the called SHA. Standards' lock at the
pins used here (da2c748, 571cc73, 2479cf7) gives leaf actions their own
SHA as ref; standards' lock-selfcheck rates all three POISON.

All five callers now pin 75bd599 (standards main; every workflow green
there; lock-selfcheck SELF-CONSISTENT). The interfaces are compatible:
no new required inputs or secrets. This repo's lock records these
callers as `[]` and has no self-SHA leaf records, so it needs no change
(relock-standards-pin.sh: nothing to relock); the governance lock gate
at 75bd599 (gh-actions-lock v0.2.0) exits 0 on this tree.

Same root cause and fix as hyperpolymath/palimpsest-license#187.

📝 Summary

Summary by CodeRabbit

  • New Features
    • Added support for GitHub Actions lockfiles in versions v0.0.2 and v0.0.3, including GitHub-hosted dependencies in v0.0.3.
  • Chores
    • Updated governance, security scanning, scoring and mirroring workflows, with explicit secret mappings where needed.
    • Excluded the standards checkout from the Cargo workspace and added exceptions for specific historical secret-scan matches.
    • Workspace directories now default to available runtime or state locations; temporary directories use unique names when needed.
    • Added Cargo dependency and licence policy checks.
  • Tests
    • Added coverage for lockfile versions, hostname validation and malformed entries.

The pull request updates five reusable workflow references, configures repository scanning and Cargo checks, updates Bitbucket fixture UUIDs, adds Actions lockfile v0.0.3 support, and changes script behaviour.

Changes: Reusable workflow updates

Layer / File(s) Summary
Reusable workflow references and secrets
.github/workflows/{governance,hypatia-scan,mirror,scorecard,secret-scanner}.yml
Five jobs use updated reusable workflow revisions. The Hypatia scan and mirror jobs map secrets explicitly. The scorecard and secret-scanner jobs remove inherited secrets.

Repository scanning and Cargo configuration

Layer / File(s) Summary
Configure scanning and Cargo checks
.gitleaksignore, deny.toml, Cargo.toml
Adds five historical Gitleaks fingerprint entries and cargo-deny policies. Excludes .standards-js from the Cargo workspace.

Bitbucket fixture UUIDs

Layer / File(s) Summary
Update fixture identifiers
integration/fixtures/mock-responses/bitbucket-repo.json
Changes repository, owner, workspace, and project identifiers to version 8 UUID values. Updates the owner's self-link to use the new UUID.

Actions lockfile version support

Layer / File(s) Summary
Parse and validate supported lockfiles
lib/rules/actions_lock.ex, test/rules/actions_lock_test.exs
The parser accepts v0.0.2 and v0.0.3. The github.com hostname is accepted only for v0.0.3. Tests cover version parsing, hostname validation, pinning, malformed commits, and rejected inputs.

Script behaviour adjustments

Layer / File(s) Summary
Resolve ramdisk workspace paths
scripts/ramdisk-orchestrator.sh
The script resolves the default workspace from XDG environment variables or $HOME/.local/state, preserves an explicit mount path, and uses mktemp for its disk-workspace fallback.
Adjust reporting and remediation text
hypatia-cli-bash.sh, scripts/hypatia-sitrep.sh
The sitrep script pipes top-pattern results directly into its output loop. The Bash rule’s remediation text clarifies that it is explanatory; matching and reporting behaviour remain unchanged.

Priority: ➖ Normal

Estimated code review effort: 3 (Moderate) | ~20 minutes

Change: Bug fix

Merge Risk: ⚪ Minimal · up to fd253

The supplied changes show no actionable merge risk; the updated reusable workflows work without inherited secrets.

Security architecture risk: 🔵 Low · up to fd253

The inspected changes preserve strict lockfile validation, narrow secret sharing, and improve temporary-directory isolation. No introduced security regression was established. Confidence remains limited by incomplete verification of the newly pinned reusable workflows and deployment-specific workspace recovery behavior.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • observed — Secret delegation is narrowed from inheritance: Hypatia receives HYPATIA_SCAN_PAT, mirror receives seven named forge keys, and scorecard and secret-scanner receive no named caller secrets. Existing token permission declarations remain unchanged in the inspected base-to-head diff. The actual PAT and forge-key privilege scopes are not supplied.

Trust Boundaries and Controls

  • inferred — The new environment-derived workspace path feeds the existing filesystem and sudo mount operations; it does not add a remote entrypoint or grant new sudo authority. Explicit path selection already existed. Newly created tmpfs mounts retain mode 0700 and the invoking user's uid/gid, while mktemp improves isolation of the no-sudo disk fallback.

Resilience and Maintainability Implications

  • observed — Persistent mount reuse still infers ownership from writability, and cleanup is registered only after setup succeeds. Same-user runs can share a persistent workspace; setup failures can precede cleanup registration. Fixed disk-fallback recursive cleanup and these ownership and ordering limitations already exist in the base, so they are not retained as introduced PR concerns. Deployment-specific concurrency and interruption guarantees remain unverified.

The governance "UUID v8 conformance" gate (and the legacy "UUID v7
conformance" job, which runs the same strict check at standards 75bd599)
never reached this tree before: every governance job died at job setup
on the callee-lock pin. With the repin they run, and both fail on the
four placeholder UUIDs in integration/fixtures/mock-responses/
bitbucket-repo.json, the only non-v8 literals in the repository.

The values are invented placeholders, and nothing loads the file:
load_mock_response() has no callers, and the Bitbucket mock test builds
its responses inline. Flip each placeholder's version nibble to 8 and its
variant nibble into 8-b, keeping the recognisable digit patterns. The
file stays valid JSON, and check-uuid-v8.sh --strict now passes on the
whole tree.

Standards 75bd599 adds a gating full-history gitleaks pass to
secret-scanner-reusable.yml (fetch-depth 0, every commit). It reports five
generic-api-key matches, all in files that f2fe2df removed from the tree:

- deploy/k8s/secrets.yaml at 0d310fa, lines 38/40/44/50: a Secret
template whose values are base64 of the placeholder
CHANGE_ME_IN_PRODUCTION, as the comment above each line says. Checked
by comparing each value against the encoded placeholder.
- deploy/terraform/modules/monitoring/main.tf at 269dac0, line 421: a
Prometheus recording-rule name, not a credential.

Ignore exactly those five commit:file:rule:line fingerprints, following
the shape of standards' own .gitleaksignore. They cannot suppress a match
in any new commit or location.

Verified locally with the pinned gitleaks 8.18.4 (sha256 as in the
reusable workflow) and the estate baseline from 75bd599:
- history pass: 5 leaks before, none after;
- working-tree pass: still clean;
- negative control: a planted random secret at the same path and line is
  still caught by both passes.

…suites pass

E2E — Elixir Scanner Pipeline and Integration Tests fail on main since
#926: the repository's own lock is now v0.0.3, and
Hypatia.Rules.ActionsLock rejects it ("parses the repository's
authoritative generated lockfile": unsupported_version "v0.0.3"). #928
fixes that. This brings in its commit unchanged, so the two PRs merge in
either order.

CI triage at b4b7bfd. The repin worked: every governance, Hypatia and secret-scanner job now starts, and none fails with invalid lockfile pin. The first run (e68277c) exposed three new reds, all fixed in this push:

Check Cause Fix
governance / UUID v8 conformance, governance / UUID v7 conformance Four placeholder UUIDs in an unused Bitbucket mock fixture 366009f
scan / gitleaks The new full-history pass at 75bd599 finds five historical false positives abbe382, which ignores exact fingerprints only
E2E — Elixir Scanner Pipeline, Integration Tests Red on main since #926: unsupported_version "v0.0.3" the #928 merge

Not this PR's. Each of these was already red on main or in the shared cache before this PR. A fix for each is proposed below; none is pushed here, to keep this PR's scope.

  1. abi-codegen-drift fails at Verify Idris is on PATH with
Exception: incompatible fasl-object version 0.0.0-pre-release.73 found in ~/.idris2/bin/idris2_app/idris2.so

    • Cause: the cache key idris2-v0.7.0-Linux-3 does not include the Chez Scheme version. The runner's apt chezscheme has moved since the cached build, so every cache hit restores an Idris2 that this Chez cannot load. It fails on fix(actions-lock): accept lockfile v0.0.3 (github.com dependencies) #928 too, and verify-proofs.yml shares the key.
    • Proposed fix, in both workflows: add a step after Install Chez Scheme, then change the key.
      - name: Record Chez Scheme version
        id: chez
        run: echo "version=$(dpkg-query -W -f='${Version}' chezscheme)" >> "$GITHUB_OUTPUT"
      # ...
      key: idris2-${{ env.IDRIS2_VERSION }}-${{ runner.os }}-chez${{ steps.chez.outputs.version }}-3
  2. Rust License & Ban Check: failed to deserialize config from deny.toml … unexpected value. It is red on main at 5173ca7 and 2bc2103.
    • Cause: the deny.toml that security-policy.yml writes uses keys the current cargo-deny removed with its v2 config:
      • [advisories]: vulnerability, unmaintained = "warn", notice;
      • [licenses]: unlicensed, copyleft, default.
    • audit_rust-audit and audit_rust-deny discard their own findings (exit 0 / || true) #849 dropped the || true, so the parse error now fails the job.
    • Proposed fix: write version = 2 under [advisories] and [licenses], and delete those keys (in v2, anything not in allow is denied).
  3. Rust Dependency Audit: real RustSec findings in Cargo.lock, also red on main at 5173ca7. They include RUSTSEC-2026-0221 (event-listener) and a yanked chacha20 0.10.0. The fix is a dependency bump, which is outside this PR's scope.
  4. Mirror (Bitbucket): the target repo or deploy key is missing. That needs the owner.

I can open (1) and (2) as separate small PRs if you want them.

Generated by Claude Code

Four callers used `secrets: inherit`, which forwards every repository and
organisation secret to the callee (CWE-250). The callees at standards
75bd599 declare what they need, and their headers say not to inherit
(standards#1108 §6b):

- hypatia-scan-reusable declares HYPATIA_SCAN_PAT (optional);
- mirror-reusable declares the seven forge keys (all optional);
- scorecard-reusable and secret-scanner-reusable declare none.

Pass exactly those. The `uses:` lines are unchanged, so actions.lock is
too.

This clears the four WH008 findings that the governance baseline gate
reports on these files. It matches the change CodeRabbit asked for on
hyperpolymath/palimpsest-license#187.

At standards 75bd599, the governance "JS runtimes — environment
provisions Bun first" job checks standards' tools/js-runtimes out at
.standards-js/ inside the caller's checkout, then runs
`cargo install --locked --path .standards-js/tools/js-runtimes`. Here
that path sits under this repository's root workspace, so cargo refuses:

error: current package believes it's in a workspace when it's not

Exclude .standards-js from the workspace. Reproduced locally by staging
the crate the same way: `cargo metadata` fails with that error before the
change and passes after. The job's full `cargo install --locked` then
builds, and `js-runtimes provision .` exits 0. The root fix belongs in
standards (an empty [workspace] table in the crate's manifest); this line
is harmless once that lands.

Two more governance jobs that the repin exposed (pushed in 6162439 and c19c465, plus one that needs a decision):

Check Cause Status
JS runtimes — environment provisions Bun first The job stages standards' js-runtimes crate at .standards-js/ inside this checkout. Cargo then sees it as an undeclared member of this repository's root workspace and refuses to build it. c19c465 adds exclude = [".standards-js"]. Reproduced locally: before the change, cargo metadata fails with the CI error; after it, the job's cargo install --locked builds and js-runtimes provision . exits 0. Root fix for every Rust-workspace consumer: hyperpolymath/standards#1299.
Validate Hypatia Baseline, 4 × WH008 secrets: inherit on the hypatia-scan, mirror, scorecard and secret-scanner callers 6162439 passes only the secrets each callee declares. This matches CodeRabbit's finding on palimpsest-license#187.
Validate Hypatia Baseline, the other 36 See below Needs your call

Why the baseline gate sees new findings. The old standards pin built the scanner at 0e91342 (2026-09-06). 75bd599 builds it at 51ab649 (2026-10-01). Between them are 134 commits, including #791 (WH001–WH014 wired into the scan), #827 (RE001 detectors restored) and #883 (shell rules). .hypatia-baseline.json was last curated in #856 against the old pin, so findings from the newer rules were never gated on this tree. With the gate at info, all of them must reach zero. The 36:

  • 2 × invalid_actions_lock (high). Scanner 51ab649 rejects this repository's v0.0.3 lock. fix(actions-lock): accept lockfile v0.0.3 (github.com dependencies) #928 fixes the parser, but the gate builds the pinned scanner, so these clear only once standards bumps hypatia-ref past fix(actions-lock): accept lockfile v0.0.3 (github.com dependencies) #928's merge. That bump is queued as my next standards PR.
  • 2 × WH013 (high). inbox-steward-intake.yml and estate-rescan.yml push with no contents: write and mask the error. These look like real silent no-ops.
  • 18 × RE001. Jobs that reference secrets.* without step-security/harden-runner, across 14 workflows.
  • 5 × RE004 and 3 × RE005 in tests.yml, escript-soundness.yml and build-gossamer-gui.yml.
  • 5 × hardcoded_tmp in scripts/hypatia-sitrep.sh and scripts/ramdisk-orchestrator.sh, and 1 × eval_in_shell in hypatia-cli-bash.sh.

I have not bulk-baselined these. #856 set the bar: baseline entries have no line key, so each one blinds a whole file to that rule, and each finding was cured at its source instead.

The options I see:

  1. A dedicated PR that triages the 34 rule findings: fix the real ones (WH013 first) and baseline only what is genuinely acknowledged, with notes. This PR stays red on this one job until then.
  2. Keep Hypatia's gate on the old ruleset for now by passing hypatia-ref: 0e913426e20282accb49d2fa5d14d5bedbc5a6c2 from governance.yml. That defers the debt but is still red on invalid_actions_lock until a scanner with fix(actions-lock): accept lockfile v0.0.3 (github.com dependencies) #928 is pinned.

Security Status fails before it ever reaches the verdict, and it fails the same way on main at 5173ca7 and 2bc2103, so this is not this PR's. Its "no orphan jobs" self-check parses .github/workflows/security-policy.yml, but the security-status job has no checkout step, so the file is missing:

awk: fatal: cannot open file `.github/workflows/security-policy.yml' for reading: No such file or directory

The check therefore can't fail for the reason it exists (#850), and it masks the real verdict step. Proposed fix: one step at the top of security-status.steps. actions/checkout@v7.0.1 is already in actions.lock for this workflow, so the lock needs no change.

      - uses: actions/checkout@v7.0.1
        with:
          persist-credentials: false
          sparse-checkout: .github/workflows/security-policy.yml
          sparse-checkout-cone-mode: false

Once it can read the file, the step will still report the aggregator as failed, correctly, while rust-audit and rust-deny stay red for the reasons in my earlier triage comment. Not pushed here, to keep this PR's scope; I can open it separately.

Comment thread lib/rules/actions_lock.ex
…generic error

v0.0.3 is not quite the v0.0.2 grammar. gh-actions-lock v0.2.0 adds one
optional per-dependency field, `hostname` (`json:"hostname,omitempty"`,
confirmed in the v0.2.0 binary). It writes the field only for a GHE.com
data-residency tenant, never for github.com, so neither real v0.0.3 lock
in the estate (this repo's, rsr-template-repo's) carries it.

Make the parser say so instead of reporting a generic
:malformed_dependency_entry:

- In a v0.0.3 lock, `hostname: 'github.com'` is accepted. It states the
  default.
- In a v0.0.3 lock, any other host is refused as
  {:unsupported_dependency_hostname, host}. Repository identity
(owner_id/repo_id uniqueness) is validated per host, and this parser
  models github.com only.
- In a v0.0.2 lock, a hostname line is still malformed: the field did not
  exist then.

The moduledoc now describes the restricted schema accurately.

Tests: a new case covers all three behaviours and a duplicate hostname
line. The real locks still parse: hypatia v0.0.3 (40 deps),
rsr-template-repo v0.0.3 (37), palimpsest-license v0.0.2 (38), standards
v0.0.2 (26).

Addresses CodeRabbit's finding on #929.

@hyperpolymath
hyperpolymath enabled auto-merge (squash) October 19, 2026 15:01
hyperpolymath added a commit to hyperpolymath/standards that referenced this pull request Oct 19, 2026
## Why

`governance-reusable.yml` and `js-runtimes-reusable.yml` check
`tools/js-runtimes` out at `.standards-js/` **inside the caller's
checkout**, then run `cargo install --locked --path` on it. When the
caller's root `Cargo.toml` is a workspace, cargo walks up from the
staged crate, finds that workspace, and refuses:

```
error: current package believes it's in a workspace when it's not:
current:   /home/runner/work/hypatia/hypatia/.standards-js/tools/js-runtimes/Cargo.toml
workspace: /home/runner/work/hypatia/hypatia/Cargo.toml
```

So `governance / JS runtimes — environment provisions Bun first` fails
on **every Rust-workspace consumer** pinned at 75bd599.
hyperpolymath/hypatia#929 hit it first. Callers without a root workspace
pass, for example hyperpolymath/palimpsest-license#187.

## What

`tools/js-runtimes/Cargo.toml` gains an empty `[workspace]` table, with
a comment saying why. That makes the crate its own workspace root
wherever it is staged.

Standards has no root `Cargo.toml`, so nothing changes in this
repository: `Cargo.lock` is untouched.

## Verified

- In a probe repository with a root workspace and the crate staged at
`.standards-js/tools/js-runtimes`:
- `cargo metadata`: exit 101 with the current manifest, 0 with this one;
  - the job's own `cargo install --quiet --locked --path …`: builds.
- In standards: `cargo test --locked --manifest-path
tools/js-runtimes/Cargo.toml` passes (8 tests).

hypatia#929 carries a consumer-side `exclude = [".standards-js"]` so it
can go green before this lands. That exclude is harmless afterwards.
Other Rust-workspace repos need this fix before the estate-wide repin.

I can read the real CI logs, so I'll pull the failing Governance jobs' errors rather than guess from the truncated excerpts.

The audit's 11 vulnerabilities are all patch-level semver bumps: crossbeam-epoch, h2, quinn-proto and rustls. I'll make targeted `cargo update -p` lockfile changes for those four crates only.

Every dependency requirement of the four bumped versions is already met by what the lock pins, so only the version and checksum lines change. Applying the edits:

Lockfile done. Next is `deny.toml`. The workflow only writes its own (now schema-invalid) config when the repo has none, so a root `deny.toml` in the current schema is the fix.

Now the ABI codegen drift job. Its error is a restored Idris2 cache whose Chez Scheme build no longer matches the runner's Chez. I'll check whether anything outside the workflow feeds the cache key.

My perl edit to `hypatia-sitrep.sh` misfired: it prepended lines above the shebang. I'll restore the file and redo the change with the Edit tool.

That edit is wrong: a comment line inside a backslash continuation would end the `run_pattern` command early. Line 334 is the command's last line, so I'll put the directive at the end of it instead.

Checking that the scanner's `eval_in_shell` rule honours this directive form:

The scanner pin 51ab649 is dated 2026-10-01, after the 2026-09-30 change that made content patterns honour `hypatia: allow`, so the directive will apply. Final diff check:

I made fixes for 2 of the 4 failing checks and part of a third. Nothing has been run; the verification step after me will. The last one, ABI codegen drift, needs a workflow edit I can't publish.

Many of the jobs you listed were green when I pulled the real logs for this commit. The Governance jobs other than the baseline check passed, and so did TruffleHog. Only 4 jobs actually fail: Validate Hypatia Baseline, Rust Dependency Audit, Rust License & Ban Check, and ABI codegen drift.

**Rust Dependency Audit (11 vulnerabilities): fixed in `Cargo.lock`**
- There's no Rust toolchain in the sandbox, so I couldn't run `cargo update`. I edited the lock by hand instead, taking versions and checksums from the crates.io index:
  - crossbeam-epoch 0.9.18 → 0.9.20
  - h2 0.4.15 → 0.4.16
  - quinn-proto 0.11.16 → 0.11.18
  - rustls 0.23.45 → 0.23.46
- Each new version's dependencies are already in the lock at versions that satisfy it, so only the version and checksum lines changed.
- What's left are warnings, which don't fail the job: two unmaintained crates, one unsound one, and the yanked chacha20.

**Rust License & Ban Check: new `deny.toml`**
- The job failed because the workflow writes a fallback `deny.toml` when none exists. The current cargo-deny (0.20) can't read that template: `unmaintained = "warn"` and `vulnerability`, `unsound`, `notice`, `unlicensed`, `copyleft` and `default` are all errors now.
- I checked in a `deny.toml` in the current format, so the fallback is skipped.
- Its license allow-list covers every license in the lock. I took them from crates.io for all 479 registry packages; the old list was missing Unicode-3.0, CDLA-Permissive-2.0 (webpki-roots) and BSL-1.0 (xxhash-rust).
- It sets `unmaintained = "workspace"`, so it fails only for crates the workspace depends on directly. Both unmaintained crates are indirect dependencies (unsafe-libyaml via serde_yaml, proc-macro-error2 via tabled_derive).

**Validate Hypatia Baseline: 6 of 36 findings fixed; the check stays red**
- `scripts/hypatia-sitrep.sh`: the temp file in `/tmp` is replaced by a direct pipe (3 findings).
- `scripts/ramdisk-orchestrator.sh`: the default and fallback workspace move from `/tmp` to `${XDG_RUNTIME_DIR:-${XDG_STATE_HOME:-$HOME/.local/state}}` (2 findings). The help text is updated to match.
- `hypatia-cli-bash.sh:334`: this was a false positive, because the line is the advice text "Replace eval() with…", not an `eval` call. I added an inline `hypatia: allow content_patterns/eval_in_shell` directive. The scanner version CI uses honours that form.
- **Still needs your decision (30):**
  - 28 findings are inside `.github/workflows/*`: RE001, RE004, RE005 and WH013. I can't publish workflow edits.
  - The 2 `invalid_actions_lock` findings come from the scanner pin 51ab649, which can't read this repo's v0.0.3 lock (the problem #928 fixes). They clear once standards' `hypatia-ref` moves past #928.
- I didn't add baseline entries for these, since the PR already marks this as an owner decision. Your options are workflow edits, `.hypatia-baseline.json` entries, or waiting for the `hypatia-ref` bump.

**ABI codegen drift: not fixed, blocked on a workflow edit**
- The cached `~/.idris2` was built with an older Chez Scheme than the one on the runner, hence `incompatible fasl-object version`.
- The cache key in `.github/workflows/abi-codegen-drift.yml:63` (`idris2-${IDRIS2_VERSION}-${runner.os}-3`) doesn't depend on anything in the repo, so nothing outside the workflow can force a rebuild.
- Two ways to fix it:
  - Bump the key suffix to `-4`, or add the Chez version to it. This needs the same change in `verify-proofs.yml`, which shares the key.
  - Delete the stale cache with `gh cache delete`. I didn't, because it changes the live repo.

Learning: In hyperpolymath/hypatia, Hypatia.Rules.ActionsLock in lib/rules/actions_lock.ex intentionally supports a github.com-only subset of lockfile v0.0.3. The estate uses github.com, not GHE.com tenants. Accepting explicit hostname: 'github.com', rejecting other hosts with {:unsupported_dependency_hostname, host}, and documenting this restriction is intentional; full multi-host dependency identity is not required within this scope.

Set unapproved Git sources to deny if they are not trusted.

unknown-git = "warn" allows an unapproved Git dependency to pass the source check. The workflow runs plain cargo deny check for pull requests targeting develop and main, so this warning does not fail the job.

If pull-request dependency changes must use trusted sources, set unknown-git = "deny" and list approved URLs under allow-git.

P1 Badge Pin governance only after its scanner is baseline-compatible

On every push and pull request, this revision of governance-reusable.yml runs the newer Hypatia scanner at 51ab649, which rejects this repository's v0.0.3 actions.lock and reports 34 additional findings absent from .hypatia-baseline.json; consequently the reusable's Validate Hypatia Baseline job remains permanently red. The local ActionsLock parser update cannot affect the scanner embedded in the pinned callee, so pin a standards revision whose Hypatia ref includes the v0.0.3 fix and resolve or baseline the newly enabled rules before switching this required workflow.

Correct about the mechanism, and already tracked on this PR. The current count is 30 rather than 34: 3e695cc and fd2531f cleared the 5 hardcoded_tmp findings and the eval_in_shell one.

Holding the repin back does not make the gate green. The old pin fails before any job starts (invalid lockfile pin under GitHub's job-setup lockfile enforcement), so on the old ref this required workflow does not run at all.

What remains is split as in the earlier comment:

I'm leaving this thread open for that decision.

Follow-up to 3e695cc, answering three review findings on it:

- The default MOUNT_POINT expanded $HOME at load time, so with neither
XDG variable nor HOME set, `set -u` aborted before --help or --mount
could run. The default is now resolved after parse_args, and an
environment with none of them asks for --mount instead of crashing.
- The no-sudo disk fallback sat under XDG_RUNTIME_DIR, which is itself a
small tmpfs. It is scratch space, so it now uses `mktemp -d -t`: the
system temp dir (honouring TMPDIR) with an unpredictable name, removed
by the existing EXIT trap. That is the cure hardcoded_tmp names for
  scratch files.
- The --mount help text now names the XDG_STATE_HOME step.

…ch so governance, scan and the lock parser test run green here too

Ported, not re-authored: the same commits as #929 (which carries #928). It no-ops once main carries them.

The CodeRabbit status on fd2531f is red with "Internal error occurred during review". That is a fault in CodeRabbit's run, not in this PR's change. The same run's summary reports "No actionable comments were generated", and CodeRabbit has marked both of its threads on fd2531f as addressed.

A retry would fail right now, because the summary says this hour's included review is used up. I'll re-request the review once the allowance resets.

The orphan-job self-check (#850) parses .github/workflows/security-policy.yml,
but the security-status job had no checkout, so awk and sed found no file and
the step exited 2. The verdict step after it was skipped on every run, which
left the aggregator red without ever consulting its eight scans.

A sparse checkout of just that file, with persist-credentials off, lets the
self-check run. actions/checkout@v7.0.1 is already in actions.lock for this
workflow, so the lock does not change.

Checked locally: the self-check script passes against the edited file (9 jobs,
all 8 non-aggregators named in needs:).

Security Status: I've ported the fix in 5c27a59, a cherry-pick of #933. It adds a sparse checkout of security-policy.yml, so the job's orphan-job self-check can read the file it parses.

On fd2531f, every scan job that this aggregator consults already passed. That includes Rust Dependency Audit and Rust License & Ban Check, now that the lock bumps and the new deny.toml are in. So the missing checkout was the only thing keeping this check red. The commit no-ops once #933 is on main.

@coderabbitai review

The last two pushes (fd2531f, 5c27a59) were rate-limited, so neither has had a completed CodeRabbit review. This covers the ramdisk-orchestrator fix and the Security Status checkout step, which is the same change as #933.
